Office of Head Start Head Start and Early Head Start promote the school readiness of children ages birth to 5 from low-income families by enhancing their cognitive, social and emotional development.

Office of Family Assistance OFA administers several federal grant programs which foster economically secure households and communities. The Temporary Assistance for Needy Families (TANF) Program is designed to help low-income families achieve self-sufficiency.

Office of Community Services • Office of Community Services (OCS) partners with states, communities and agencies to eliminate causes of poverty, increase self-sufficiency of individuals and families and revitalize communities. • The Low-Income Home Energy Assistance Program (LIHEAP) is a grant that provides funds to 50 States, D.C., 5 territories, and approximately 150 tribes to assist low-income households with home energy costs. • Focus on children and elderly who are especially vulnerable to negative health outcomes due to insufficient home heating and cooling.
