Discussion Agenda • Kapiti Demographics • Health services that are currently delivered for Kapiti residents by Capital & Coast District Health Board (CCDHB) at Kapiti Health Centre & Kenepuru Hospital Jen Boryer (Operations Manager, KHC & Kenepuru Hospital) • Kapiti Health Centre (KHC) site – Decision process for any potential development of available land • CCDHB Complaints Process
Accounting for the demographics • In 2012/13 CCDHB is projected to have a population of approximately 299,000 with 14% (41,860) living within the Kapiti Coast District boundary • Predicted population growth for the Kapiti Coast District TLA over the next 20 years is conservatively estimated at 7%
Accounting for the demographics • On average, CCDHB has an affluent population with the Kapiti population concentrated around the middle deciles
Accounting for the demographics • 2006 Census showed that the median age was 44.3 years for people in Kapiti Coast District. • 19.4 percent of people were aged under 15 years. • 23.3 percent of people were aged 65 years and over (12.3% = total NZ popn) • More recently 65+ popn predicted to eclipse 1m in late 2020s

Kapiti Health Centre Site: Land Available for Development
Future development potential • CCDHB Board recently considered (June meeting) a management paper: Decision Criteriafor use of Kapiti Health Centre Land • A Management Decision Framework was presented, which provides guidance in deciding future use of land available • Detailed criteria to be further developed to help determine decision to proceed or not with any development opportunity/proposal put forward to CCDHB
Land available for development • Land at KHC site is overall 3.2675 hectares, divided into three Lots • Lot 1: 4572M2 (excludes WFA & Hospice) • Lot 2: 1.529Ha (Current Facility & Parking) • Lot 3: 1.277Ha • Site is residentially zoned, so alterations and/or additions will be subject to a Land Use Consent Application

Prior development consideration • 2010 Business Case prepared on Land and potential for development • Focus was on Government’s Integrated Family Health Centre policy concept • High development cost and a lack of specific provider investment interest at the time meant that no further work was done • Increasing interest more recently, hence development of decision-making framework

Proposed framework & criteria:Key considerations • Strategic • How will the proposed use/development help CCDHB achieve its following strategic objectives: • Reduction of health disparities • Integrated delivery of services • Financial and clinical sustainability of services • A culture that embraces collaboration with CCDHB’s local and regional partners • A focus on the quality of patient experience and safety of our services
Proposed framework & criteria:Key considerations • Management/Organisation • Link/relationship to current site facilities and/or services • Impact of development on current (or future) site facilities (Campus Plan) and staff • Physical location and size of proposed development • Management of site arrangements • Legislative requirements are met
Proposed framework & criteria:Key considerations • Financial • Cost Neutral to CCDHB • Potential gain/loss of development for DHB • Financial viability of proposed development and provider • Ownership – requirement for 30% public funding • Mitigates risk of DHB’s responsibility for spending public health money and private (for profit) organisations using land for own benefit • Government Policy • Aligned with broader Government policy for public services delivery
Questions/Feedback? • What are your thoughts on the overall decision-making framework/criteria approach to decide whether or not a KHC site development proposal goes ahead? • Is there any other area that the Board should include, in addition to the four key areas for consideration (Strategic; Management/Organisation; Financial; Government Policy), in making its decision? • Are the high-level decision criteria okay? What other factors/criteria should the Board consider as part of the decision-making process
