Working Cooperatively With OSHA Printing Industry Perspective OSHA’s Compliance Assistance Conference September 26, 2002 Vienna, VA Jim Kyger Dir. Federal Employment Compliance Assistance PIA National 703-519-8150 jkyger@printing.org
PIA/OSHA Alliance Ergonomics Alliance Agreement • Significance to the printing industry • Benefits • Future partnering opportunities
PIA/OSHA Alliance • Entered into VOLUNTARY Alliance to address Ergo hazards • June 2002 • PIA, GATF, & Screenprinting Association • Agreement signed in a week! • WHY did we jump on board so quick?
Why? • Previous Ergo regulation too costly and burdensome • “Guidelines” lets us focus $$ and resources on where the problems (injuries) occur • Industry developed solutions w/OSHA oversite • Avoids one size fits all approach • Flexible • Alliance & Guidelines better than regulations • Cooperation and assistance not enforcement
Why? • Printing & Publishing • One of the safest Mgf. Industries!! • Printing wants to be safer and this is the best way • Our positive relationship with EPA gave us the confidence to engage OSHA
Printers love it! PIA surveys show OSHA has gone from an “adversary” in the 90s to a “resource” today! Other industries are watching us! Chemical, Foundry, Newspapers, & Restaurants Encourages Cooperative Relationship with Industry Labor Union (GCIU). Positive Perception on Capitol Hill and w/other regulators Opens Dialog on other topics LO/TO, Voluntary Programs, etc. Benefits
Alliance has spurred response University of Wisconsin Ergo Lab 10 Printers willing to share their programs No formal solicitation done yet by PIA $40,000 from industry already pledged Only 1 formal solicitation so far Benefits
Dialog • OSHA’s Salt Lake Office invited industry to comment on Printing Ergo web page • Printing Industry/OSHA relationship has significantly improved • Build on previous successes. • Region V and III (Machine Guarding & LO/TO)
Our Position • Printing is SMALL BUSINESS (Ave. 25 employees) • Address injuries/illnesses where they occur - results in a safer workplace! • Would like to see more $$ directed towards industry-specific research, guidelines, & training
Other Successes • OSHA Speakers • “Meet Your OSHA Inspector” • “OSHA 300 Recordkeeping” • Ohio Machine Guarding Project • Region V
The Future (wish list) • Printing Ergo Guidelines finalized and “accepted” by OSHA in spring 2003 • Encourage more consultation visits, SHARP, VPP, and Strategic Partnerships • PIA prepared article explaining programs • Take the above into State Plan territories • Keep Dialog Going!
