Description of Phases Planning • Engagement of the Community of Practice (IRMS Partners) to determine monitoring needs for the next year (provincial to regional to local) • Informed by emerging needs/issues, management response / information from previous years, trends, etc. • Incorporate input (direct/indirect) from partners and stakeholders • Prioritization and resource allocation • Program design and implementation plans Key Functions: • Running the process • Advising on priorities • Designing programs
Description of Phases Delivery • Establishment of teams and support systems to undertake programs • Sampling and data collection and input • Coordination with labs and other technical support Key Functions: • Project managing the programs • Undertaking field work and data input • Coordination with support services (e.g. labs)
Description of Phases Data Management • Production of raw data in appropriate formats • Input of raw data into management systems • Initial analysis of raw data collected including Q/A and Q/C • Data completeness check again program design parameters Key Functions: • Data collection • Data input • Raw data review
Description of Phases Evaluation, Assessment and Reporting • Finalize format of data for uploading to final information platform • Review and validation of data among the Community of Practice • Assessment of the results of the data including themes, trends, risks, implications • Reporting of program elements including approach, data collected and results of assessment Key Functions: • Data finalization and upload • Evaluation of data quality • Assessment of data findings • Subject matter expert review of consistency from overall program approach to results • Reporting of program details
Description of Phases Management Response • Determination of the implications of findings • Response could include direct mitigation action, or could inform future monitoring needs • Additional monitoring, evaluation and reporting may be required Key Functions: • Determination of response(s) from results and findings • Inform future processes based on this response (including Planning Phase)
Notional Accountabilities and Capacity Requirements *Lead reflect a formal role in managing the system and phases, however shared leadership is required by the IRMS partners to ensure success so formal accountabilities need to respect and reflect informal mechanisms such as the Community of Practice which needs to embrace the entire system and retain a strong level of influence and ownership of success
