IASI – CITY OF INSPIRATION • Favorable geographic position (open to Eastern markets: Russia, Ukraine, Republic of Moldova). • The most important city on the Eastern border of the European Union. • Iasi is the oldest and largest cultural and educational center in Romania e.g. The “Alexandru Ioan Cuza” University was founded in 1860 and was Romania’s first modern university. • Potential of working force well qualified in fields like: I.T., technical, economics, human resources, medicines etc. • Various access ways (international airport, international railway station, European road E853). • Metropolitan Zone including Iasi and 13 communes around Iasi. • The technological park TEHNOPOLIS • “Moldova” exhibition centre – in the future • Investment facilities (low cost for initial investment, financial facilities etc.) • Turistic potential.
PAST • Due to the fact that this industrial area was based on an improper economical fundament, in the communist period, it paid an important tribute to its own economical performance. That is why it faced an economical collapse. So, it proved its incapacity to face the economical transition that was centered on market economy and also on concurrencies. • The political inefficiency of valorizing the state actives and the so-called “privatization” conducted to the inevitable decline of the area. Nowadays the specialists consider that the industrial area faces a metamorphosis phenomenon.
PRESENT • Today the industrial area can be described as a desolate place (see the map with the industrial areas), where we have a lot of abandoned buildings, that used to be large production surfaces.
The Metamorphosis of Iasi Industrial Area • The scenarios of revitalization for Iasi brown fields: • On the one hand we faced a process of relocation of different economical agents (car dealers) from the industrial areas in the periphery of the city, due to the new tendency of price growth for the central fields from the city area. On the other hand the European Union desiderates is to concentrate all these industrial areas outside the city. • The bought of some companies by the private investors who continued the production process, keeping the initial profile of the company and adapting the activity to the principals of economical flexibility and concurrencies, according to the market demands. • Some companies were taken over by other big enterprises, more dynamic, that hadother profile and changed the initial products. • Giving up the large capacity of production and renting the space for small business. • Some industrial areas were transformed in commercial areas (hypermarkets as Carrefour, Kaufland, Selgros) or services. • Changing the brown fields in residential areas.
Metamorphoses of the Industrial Areas in Iasi – Ideal Plans • Building some centers and technological parks for the transfer of technology and know – how, in order to continue the process of developing the industry in Iasi, based on creative industries, know-how – valorizing the human force potential (Tehnopolis, Moldova Exhibition Centre and the future Technological Park). • Iasi Business and Technology Campus – proposed by the Red Management Capital – reorganizing the market of industrial sites based on logistical spaces of large dimensions, equipped at European standards, that are willing to open new production capacities or to promote new services and technologies.
Description of the Brownfield • 40 hain the selected area (The Thermic and Elecric Plant II or C.E.T. II) • In Iasi we have a Plant that is working on hydrocarbons (located within Iasi city – C.E.T. I) and Plant working on coal (located at 8km away from the city – C.E.T. II) • C.E.T. II is a cogeneration plant situated at 8 km away from Iasi and it is equipped with 2 generator boilers of high parametres and two turbo aggregates of 50 MW. The plant uses its 260 Gcal/h capacity to produce heating as hot water • C.E.T. II is interconnected with C.E.T. I on the hot water section throught 2xDN 1100 pipe, which is 11,5 long, fitting mix the hot water produced by the water heaters from two plants • The brownfield chosen for this project is an deposit for ash and slag from C.E.T. II.
The Main Challenges Faced Related To Our Brown Field • The property - the chosen land is not in the property of Iasi municipality, but it is on the permanent administration of C.E.T. II (factory that is under City Hall of Iasi’s ferule) • How shall we manage to valorize C.E.T. II by using this brown field (that is 2 km away from C.E.T. II)? • To work on a set of tools that will help us to promote the chosen brown field and make it interesting for possible investors (especially on a crisis period) • To find the best solution to deposit or to use the ash and the slag that are now on that brown field
Iasi main contribution to RETINA projectPotential Benefit of the Project • Most of RETINA’s partners have similar problems related to the property of the brown fields – so, we will share our practical example and our experience • The products of the TS 3 are very important for the project (Branding strategy and web architecture contest), taking into consideration that will promote not only the brown fields but also the project as a whole – and Iasi is the Leader of TS3 • The background of Iasi brown field can also be similar with other brown fields of RETINA’s partners – this way the change of “know how” will also be useful for finding the best rehabilitation solution for these areas
