2. Goal • Participants will be aware of the postsecondary credit transition programs available to eligible Georgia high school students.

3. Objectives • To provide a definition for postsecondary credit-based transition program • To provide rational for students participating in postsecondary credit-based transition programs • To provide information regarding postsecondary credit-based transition programs in Georgia • To provide resources and materials for students and parents regarding postsecondary credit-based transition programs

4. Postsecondary Credit-based Transition Programs • Programs whereby high school students can earn both high school and postsecondary credit or advanced placement simultaneously while in high school.

5. ACCEL Program-is a collaborative effort between GDOE and Board of Regents whereby high school students take academic college courses to receive both high school credit and postsecondary credit; program is administered by the Georgia Student Finance Commission (including the funding process) www.gsfc.org • To provide GA high school students with the opportunity to earn academic college degree-level credit hours as they simultaneously meet their high school graduation requirements • To provide students who have already successfully completed most of the academic coursework available at their high school with additional academic opportunities at a local private or public college/university

6. ACCEL-eligibility • Public high school students are eligible starting Fall 2004. • Private high school students are eligible starting Winter/Spring 2005. • Students must be classified as a legal resident of Georgia • Students must meet citizenship requirements • Students must meet Selective Service Registration requirements • Students must not owe a refund on a State program • Students must be in compliance with Georgia’s Drug-Free Postsecondary Education Act of 1990 • Students must meet the postsecondary admissions requirements ACCEL-length of eligibility for HOPE SCHOLARSHIP • Accel is not available during Summer terms. • Accel hours will be included in the 127 semester/190 quarter HOPE Combined-Paid-Hours limitation.

These forms are found at www.gsfc.org • ACCEL-application process • Student completes “Student Section” of Accel Program Application • High School completes “High School Section” of Accel Application • College completes “College Section” of Accel Application • Completed application is forwarded to GSFC and college invoices to GSFC • ACCEL-award • Students attending public institutions receive tuition, HOPE-approved mandatory fees, and a book allowance of $150 per semester (6+ hrs = full book allowance; 1 to 5 hrs = half book allowance). • Students attending private institutions receive up to $3,000 per academic year for full-time enrollment (or a pro-rated amount for less than full-time attendance).

8. DUAL ENROLLMENT-is a collaborative effort between GDOE and DTAE whereby high school students take technical college courses to receive both high school credit and postsecondary credit; program is administered collaboratively between GDOE and GSFC www.gsfc.org • To provide GA high school students with the opportunity to earn technical course credit in a diploma or certificate program as they simultaneously meet their high school graduation requirements • To provide GA high school students with the opportunity to participate in college level technical courses not available at the local high school or participate at a higher level than what is offered at the local high school.

9. DUAL ENROLLMENT-eligibility • Public high school students are eligible starting Fall term 2004 (FY 05) • Students must be classified as a legal resident of Georgia • Students must meet citizenship requirements • Students must meet Selective Service Registration requirements • Students must not owe a refund on a State program • Students must be in compliance with Georgia’s Drug-Free Postsecondary Education Act of 1990 • Students must meet the postsecondary admissions requirements DUAL ENROLLMENT-length of eligibility for HOPE GRANT • Dual enrollment program is available during all school terms • Dual-enrollment grant hours will be included in the 63 semester/95 quarter Grant-Paid Hours and Combined-Paid Hours limit

10. DUAL ENROLLMENT-application process • The application process varies from school to school, therefore, students should meet with the local high school counselor or contact the local Tech Prep Consortium Coordinator at the local technical college DUAL ENROLLMENT-award • Students attending a Georgia public technical college will receive postsecondary tuition, HOPE-approved mandatory fees, and a book allowance

11. Advanced Placement is administered by College Board as a cooperative endeavor between high schools and colleges/universities. (http://www.collegeboard.com/ap) ADVANCED PLACEMENT-purpose • To provide GA high school students with the opportunity to earn college degree-level credit hours or receive advanced placement at the postsecondary level as they simultaneously meet their high school graduation requirements • To assist students who wish to have a more academically challenging program at the high school level ADVANCED PLACEMENT-eligibility • College Board advocates an inclusive approach to AP classes which means all students are eligible. However, some local schools may impose more specific eligibility criteria.

12. ADVANCED PLACEMENT-length of eligibility/application process • Students must meet local school eligibility requirements • Students/Parents should contact the local school counselors for information regarding admissions to AP classes • ADVANCED PLACEMENT-award • Students must meet postsecondary admissions requirements • AP exam scores range from 1 to 5, with “5” being extremely qualified; a score of “3” will usually qualify a student for credit or advanced standing

13. Articulated Credit -is a program which allows students who take an eligible career, technical and agricultural education program to receive credit or advanced placement at the local technical college or other postsecondary institution that has a signed agreement with the local high school. • To facilitate the seamless transition of students from secondary to postsecondary education • To eliminate duplication of course content in career, technical and agricultural coursework at the postsecondary level Articulation with technical colleges is an integral part of the TECH PREP process in Georgia.

14. ARTICULATED CREDIT-length of eligibility • Students are limited to the number of articulated credits based on the program area. Students may not earn more than 50% of the quarter hours needed to complete the program in articulated credit. • ARTICULATED CREDIT-application process • Students should see the local school counselor for information regarding the application process for articulated credit or the Consortium Coordinator for Tech Prep usually found at the local technical college. Students must meet postsecondary admissions requirements to receive credit • ARTICULATED CREDIT-award process • Minimum grades in secondary course determined by the technical college • Contact the local postsecondary technical college for other award criteria

15. Early College New • Early College High Schools have the potential to improve high school graduation rates and better prepare students for family-supporting careers by:1. Changing the structure of the high school years 2. Compressing the number of years to a college degree 3.
