Proposed Method divides urban water use into 3 sectors: Residential CIIlandscape/water loss
Indoor Residential Savings • Residential Savings uses the method two indoor residential performance standard of 55 GPCD. • State average based on Public Water Service Survey (PWSS) data equals 69 GPCD • 69 GPCD-55 GPCD = 14 GPCD statewide savings from indoor Residential
CII Savings • Uses the Method II CII savings goal of a 10% reduction • 20x2020 Report estimated statewide CII use at 37 GPCD • Statewide savings of 3.7 or 4 GPCD
Landscape and Water loss Savings • Since statewide landscape area and landscape water use is unknown, statewide savings standards can be developed directly. • Landscape savings estimated indirectly by subtracting indoor residential savings and CII savings from the total statewide savings goal (38 GPCD). • 38-14 (IR)- 4 (CII)= 20 GPCD statewide savings from landscape
Landscape Savings % • A percentage reduction is calculated by dividing the 20 GPCD statewide savings estimate by state total landscape and water loss use. • Landscape/water loss Statewide Total Use: 192-69-37= 86 GPCD Statewide Landscape savings goal: 23 GPCD/86 GPCD = 23.5%
Statewide Savings Estimate • If state average indoor residential is 69 GPCD • And every supplier: • Reduces indoor residential use to 55 GPCD • Reduces CII by 10% • Reduces landscape and water loss by 23.5 % • The state will meet the 20% reduction goal in GPCD
Retail Water Supplier Target • Suppliers set water use target using individual agency numbers and the 3 state standards • Example: A Supplier with baseline per capita water use of 160, indoor residential of 65 and CII water use of 50 GPCD • Indoor Residential 65-55= 10 GPCD • CII (50)10%= 5 GPCD • Total Landscape/Water Loss 160-65-50=45 GPCD, • Landscape/Water Loss (45) 23.5%= 11 GPCD • 10 +5+ 11=26 GPCD savings target or a 16% reduction
Example Target Calculation: (66-55)+(30 x0.1)+(104x 0.235) 11 + 3 + 24.4 =38.4 Percent Reduction: 38.4/200=19.2%
Adjustment for Winter Irrigation • Last meeting, DWR presented an adjustment based on dedicated landscape meters which didn’t work on a statewide basis. • Revised approach uses difference between summer and winter water use and irrigation requirements.

Summer –Winter Use • Equation: Smr-Wmr=(IR+(f)WI)-(IR+WI) =(f)WI-WI =WI(f-1) WI= Smr-Wmr/(f-1)
