Concept Review Process • Concept Due Date: March 16, 2007 • All applicants were screened for eligibility • Distributed to the panelists for review • Each concept had 3 reviewers • Review panel meeting to recommend final list to advance to full proposal. • DWR management decision • Notified applicants

Phase 2: Full Proposals • Only invited concept applicants. 5 weeks will be provided after invitation to develop full proposals • Application will include: • Part 1 provides information to be submitted in the grant agreement • Part 2 includes justifications and detailed explanations • All supporting documents including letters of intent and support, verification of match funds, etc. will be required on due date.

CALFED Bay-DeltaProgram Objectives Summary • Water Supply Reliability – Improve the reliability of water supplies by coordinating supplies derived from the delta with local or regional supplies that are independent of the delta and by improving the efficient use of these waters. • Water Quality - Improve water quality in waters exported from the Bay-Delta watershed.

CALFED Bay-DeltaProgram Objectives Summary • Ecosystem Restoration - Improve the health of the Bay-Delta system through restoring and protecting habitats and native species. • Levee System Integrity – Reduce the risk of flood damage from Delta Levee failures while maintaining or improving, ecosystem benefits, water supplies, and water quality needed for the environment, agriculture, and urban uses.

  14. Watershed Assessments (PSP) A watershed assessment is a scientifically based inventory of the watershed conditions, functions, and processes and a comparison to the desired state of watershed conditions, functions, and processes. • evaluating current environmental, land development, and human conditions within a watershed; • describing trends in condition or benefits from past management actions; • planning for single- or multi-purpose projects that can include restoration or enhancement projects; • addressing regulatory concerns; or developing watershed plans.

  16. Watershed Plans • Founded on a scientifically based watershed assessment. • A collaborative document that lays out actions and responsibilities for improving the condition, functions, and ecological processes within a watershed, while maintaining or enhancing community characteristics.

  20. Implementing Projects in a Watershed Management Plan • Projects must be identified in an existing plan • Applicants must partner with a local organization • Implementation Projects require a 100% matching funds (except for disadvantaged communities)

  21. Implementation Match Requirements • Require 100% matching funds to amount requested from eligible sources • Match funds must be verified and available for this project only. Letters of intent with $ amounts should be submitted with proposal. • Proposals may apply for exemption if they demonstrate disadvantaged community status.

Implementation Project • Projects must be described in a Watershed Management Plan approved by CALFED. • A website link or copy of the plan must be submitted with the application. • A partnership must be established between a local agency and a watershed stewardship group. • 100% eligible match funds are required.

SAB Watershed Assessment Framework • develop a working definition for the socio-economic attribute and provide indices or metrics that can be used to evaluate this attribute, • use the Watershed Assessment Framework to assess a specific watershed or watersheds and provide reports detailing the underlying data, methods for interpreting the data in the context of the framework, and conclusions regarding overall watershed health, • collect information on a regional, CALFED-wide, or statewide scale and use the SAB framework to provide an overarching assessment of watershed condition.

The value of a watershed - economic or others • determining the economic or social impacts of projects to the local community, the region, or the state. • Valuations can include cost assessments, but for purposes of this grant, must go beyond cost analysis to look at broader economic influences.

Preserving or restoring Watershed balance • to establish a general understanding of the value of balancing community needs with restored watersheds. • Provide economic or other values created to date by the CALFED program • identify specific methods for identifying the current value of preserved or restored watershed processes and functions, and demonstrate the appropriateness and validity of those methods.

  37. The FORMS • The Full Proposal Form Consists of two parts: • Part 1 – Excel worksheet with basic information and required grant agreement elements. • Part 2 – Word document for justifications and explanations of the project.

The Forms Tie Together • Part 1 of the Full Proposal Application provides the exhibits for the Grant Agreement. • The information provided in Part 1 will be transferred to the agreement relatively unchanged… if your project is funded. • The budget tables should reflect the actual project activities and costs. Double check that everything cross-adds.

  39. The Forms Tie Together • Part 2 of the Full Proposal Application provides for explanations and justifications for the information provided in part 1. • The review panel will use the Full Proposal Review Form to evaluate the ELECTRONIC VERSION of the submitted application & attachments.

  40. Full Proposal Form Part 1 Please use the information provided in the Concept form. The Full Proposal form is an excel worksheet. Be sure to adjust row height to see all the information. Careful! Excel can only work with about 100 words per cell. Please break up paragraphs over several rows.

  47. What to submit? • Full Proposals are due by 5:00pm on June 1, 2007 • Include two copies of all documents, including attachments, letters, resolutions etc. Plain paper, three-hole punched. No staples or folders. • AND… One FULL electronic version of all documents submitted on CD or via e-mail.
