Governmental and Communities Capacities Reinforcement to Design Adapted Responses to Orphans and Vulnerable Children Affected by HIV and AIDSMOZAMBIQUE • The Context of HIV and OVC • 20,226,296 million Mozambicans – 55% woman • More than 50% of Moz population under 18 years • HIV Prevalence, in 2009 is 15% (Ep. Sur. Rnd) • In 2005, about 1.6 million (18%) of children were orphans. 20 percent due to AIDS, increasing to 50% by 2010. Children with disabilities estimated around 1,0 million (10%) • Vulnerability of Children worsens poverty of families • Vulnerability worsens degradation of Children’s Rights • Lack awareness about children rights and available services • Bureaucracy is another limiting aspect to access services
Governmental and Communities Capacities Reinforcement to Design Adapted Responses to Orphans and Vulnerable Children Affected by HIV and AIDSMOZAMBIQUE • National Responses to HIV and OVCs • Within the “three-ones principles” OVCs are within the mitigation pillar of AIDS NSP • MMAS (a new ministry) with the mandate to develop and coordinate responses to vulnerable groups • PACOV (by MMAS) prioritizes on: 1) family and community responses; 2) capacity building to institutions; 3) multisectorial coordinated responses; and 4)Quality M&E framework • Limited capacity of MMAS to follow up implementation of PACOV at province and district levels • CBOs prioritize initiatives on food and water

Governmental response to OVCs’ basic needs is improved by a developed Community-based “Identification /Sensitization /Orientation” (ISO) system 2. OVCs and their foster families living conditions are improved by Community-based Organizations programs 3. Community awareness about HIV and AIDS and OVCs’ rights is increased

Governmental and Communities Capacities Reinforcement to Design Adapted Responses to Orphans and Vulnerable Children Affected by HIV and AIDSMOZAMBIQUE • Main Obstacles • Availability of resources to implement the closing phase of the project as per needs • Monitoring system that guarantees that data will not be duplicated • Sustainability of data flow with volunteers is a huge challenge • Lack of Social Action related human resources (in quantity and quality) at district level for the DSMAS • Nationaly the Multisectorial Dynamic is becoming weak • Capacities of CBOs to adapt their initiatives to contexts challenging (for example in time of droughts)
Governmental and Communities Capacities Reinforcement to Design Adapted Responses to Orphans and Vulnerable Children Affected by HIV and AIDSMOZAMBIQUE • Main Lessons Learnt • ISO actors need to be trained on their specific roles • CBOs need more visibility by implementing more initiatives, thus reducing the quantity of CBOs • Work of volunteers and mobilizers with CBOs should be coordinated to avoid duplication and exclusion • Involvement of local authorities and leaders on M&E is needed • MMAS representatives should lead the processes of monitoring cases identified and provide responses • HIV Prevention and SRH strategies focused on OVCs are crucial
