MDB resolution: KZN & EC municipalities Boundaries of Sisonke District Municipality (DC43), Matatiele Local Municipality (KZ5a3), Alfred Nzo District Municipality (DC44), O.R.Tambo District Municipality and Umzimvubu Local Municipality (EC05b2), are re-determined as follows: • The Maluti area, is excluded from the municipal area of Umzimvubu Local Municipality, and included into Matatiele Local Municipality in Sisonke District Municipality. • The declaration of the district management area (DCDMA44) is withdrawn, and the DMA is excluded from the municipal area of Alfred Nzo District Municipality and included into the municipal area of Matatiele Local Municipality in Sisonke District Municipality. • Umzimkulu Local Municipality is excluded from the municipal area of Alfred Nzo District Municipality (DC44), and included into the municipal area of Sisonke District Municipality (DC43). • Umzimvubu, excluding the Maluti area, is excluded from the municipal area of Alfred Nzo District Municipality, and included into the O.R.Tambo District Municipality.

  4. Overview of problem: Alfred Nzo DC falls in 2 provinces: Umzimkhulu (EC local) in KZN and Matatiele (KZN local) in KZN & EC

  5. Matatiele: Matatiele/Umzimvubu boundaries re-determined to include Maluti-area into Matatiele

  6. Umzimvubu: Matatiele/Umzimvubu boundaries re-determined to exclude Maluti-area from Umzimvubu

  7. Sisonke DC to comprise of Greater Kokstad, Underberg, Ingwe, Ubuhlubezwe, Umzimkulu and Matatiele (latter two municipalities added)

  8. O R Tambo to comprise of Mbizana, Qaukeni, Ntabankulu, Mhlontlo, Port St Johns, Nyandeni, King Sebata and Umzimvubu (the latter to be added)

  9. MDB Resolution: Gauteng and North West municipalities • No re-determination of municipal boundaries of Tshwane, West Rand DC and Southern DC

  10. West Rand DC: Status quo • No change • Westonarea and the City of Merafong remain in West Rand DC

  11. Southern DC: Status quo

  12. Tshwane – status quo

  13. MDB Resolution: NW & NC • No change to boundaries of Kgalagadi and Frances Baard DCs • Request to include Kgatelopele and Tsansabane into Kgalagadi received, but to be considered after the elections

  15. Frances Baard DC: Status quo

  16. Going forward • Delimitation of wards in Matatiele, Mzimvubu, and Kungwini. • Proclamation of the election date to await finalization of the demarcation process. • Election date could be set whenever necessary by the minister. • Publication of the election date closes the voters roll. • MDB time-frames targets the 9th of December as a completion date for all outstanding wards.

  17. Conclusion • Joint sitting of the justice and local govt potfolio committees to be considered. • Demarcation maps depicted in the CBM repeal bill and the 12th cnst. requires some amendments. • Some section 12 notices will have to be revisited. • The determinations as done by the board are not final at this stage, subject to revision after the 30 day period.
