What is the Unique Student Identifier? • “23TG479858” 10 character identifier assigned to each individual who undertakes nationally recognised training from 1 January 2015 Acts as account or reference number Will link together each individuals future training activity records in national VET Allows student to access record and control access for other parties Reduces duplication and misallocation Privacy supported by separation of identity information (Registrar) from activity information (NCVER)
Why have a Unique Student Identifier? Australians are increasingly reskilling and upskilling Workforce is mobile Individuals likely to utilised a number of training providers Increasing contestability for government training subsidies Increasing targeting of government training subsidies
Direct and Indirect Benefits for a Range of Stakeholders Students/Citizens - Reliable access to authenticated training records – training, employment Employers – easier access to training records for recruitment, assessment of staff trainings needs Training Organisations – streamlined access to records for credit transfers, course pre-requisites, recognition of prior learning, improved data integrity Regulators – more efficient, more targeted regulation Program Administrators – reduced administrative burden for recipient and funding organisation Policy makers – better informed policy (completions and pathways) Collect once, use many times
Who does the USI apply to? The USI generally applies to all students undertaking nationally recognised training and includes: all levels of training from units of competence to advanced diploma delivered by Registered Training Organisations; Public and private providers (subsidised and Fee For Service); and VET in Schools, Enterprise Registered Training Organisations, International Students (onshore).
When will USI requirements apply? USI Legislation was passed in June 2014 The USI System will be activated in October 2014 when Students will be able to create USIs Training providers will be able to create, collect and verify USI Requirements to collect and verify a USI will apply from 1 January 2015 – the USI must be included in AVETMISS reporting and must be collected before the statement of attainment or testamur is issued Not required for training completed in 2014 (even if awarded in 2015) Transcript services will become available in 2016
How does the USI impact Careers Professionals? Most students can create and manage their USI without assistance Careers advisors and teachers can help build student awareness of the USI and its benefits and help them to apply Students can access system from any web-enabled PC, laptop, tablet or smart phone System allows training providers and selected other organisations to access system to create a USI for a student, with their permission Only training providers have an obligation to collect and verify
How does the USI impact Registered Training Organisations?
