IntroductionTraining Overview • PCCD is replacing the D&A/RIP Paper Data Collection Form with a Web-based system beginning January 17, 2011. • The new Web-based system will require county staff to enter data about each participant (offender) in D&A/RIP at only two points in time: Intake and Outcome. • The new system will eliminate the submission of paper forms to PCCD. • Today’s training will show you how to use the new system to submit participant Intake and Outcome data, produce reports, and export data for use at the county level. 5

IntroductionNext Steps • Moving forward, counties will use the Web-based system to enter data about a participant’s entry into (Intake) and/or exit from a program (Outcome). • The focus of data collection will be on measuring outcomes. • Beginning the first quarter of 2011-2012 (July 1, 2011), the new Web-based system will also eliminate the need for entering quarterly performance measures in Egrants. Instead, the performance measures will be computed automatically using the data provided at intake and Outcome. You will still submit quarterly fiscal reports. 6

IntroductionRollout Calendar • January 1, 2011 through June 30, 2011 – Submit the D&A/RIP Quarterly Reports as usual. • January 17, 2011 - Begin using the new online Web-based D&A/RIP Data Collection System for participant Intake and Outcome only. No more forms! • July 1, 2011 and thereafter – The new Web-based data collection system will calculate and report performance measures for the counties. 7

The D&A RIP ProgramWhat is D&A/RIP? • Drug and Alcohol Treatment-Based Restrictive Intermediate Punishment (D&A/RIP) is an alternative to incarceration for Level 3 and Level 4 non-violent offenders. • D&A/RIP is a clinically prescribed program for offenders who are dependent on drugs or alcohol. • An offender is sentenced to County Intermediate Punishment (CIP) with participation in the county’s D&A/RIP Program. • There are currently 35 grantees. 9

The D&A RIP Program Accomplishments • 1,679 participating offenders in 2008/09 – Increased by 49% compared to 2005/06. • 64% of participating offenders successfully completed in 2008/09 – Increased by 47% compared to 2005/06. • Per Offender Cost 2008/09 - Decreased by 33% compared to 2005/06. • Program Funding 2008/09 - Increased by 7% compared to 2005/06. • Number of Incarceration Days Saved - Increased by 40% from slightly over 500,000 to more than 750,000 compared to 2005/06. • 3:1 - The cost of housing one offender in county jail for one year is equal to the cost of placing three offenders in D&A/RIP for one year. • 4:1 - The cost of housing one offender in state prison for one year is equal to the cost of placing four offenders in D&A/RIP for one year. 10

D&A/RIP System Overview Process • The new D&A/RIP Web-based system will replace the DARIP PARTICIPANT–PAPER DATA COLLECTION FORM, in use since July 1, 2010. • The new Web-based system will require data entry at participant intake and Outcome (completion or termination). • Counties will no longer submit data on individual treatment events. • Counties will use Web-browsers to sign into the system, and to enter participant Intake and Outcome information. • The State Identification Number (SID), assigned when an offender is fingerprinted at arrest is the key identifier for adding and retrieving offender records. Therefore, counties must obtain and enter a valid SID for each and every offender entering a D&A/RIP program. 12

  13. D&A/RIP System OverviewTime Frame The new Web-based system will be operational January 17, 2011. However: • More than 50% of the paper forms submitted to PCCD were inaccurate and unusable. Analysis of the forms showed many were incomplete, contained incorrect data, or were inconsistent with D&A/RIP program guidelines. • The new system will improve the quality of data submitted, but correcting the county reporting problems entirely will take several months. PCCD will provide information to assist you in cleaning up your county’s D&A/RIP reporting data. • Meanwhile, counties will continue to submit D&A/RIP performance measures as usual through June 30, 2011. The new D&A/RIP Data Collection and Reporting System Field Users Guide will provide you with detailed instructions. 13

D&A/RIP System OverviewBENEFITS The New Web-based System Will: • Eliminate the use of paper forms. • Automatically calculate program measures. • Summarize quarterly program performance measures. • Allow county staff to manage performance data. • Reduce reporting workloads for counties. • Enable staff to calculate grant effectiveness and efficiency. • Provide data back to the counties as reports and data exports. 15

D&A/RIP System Walk-ThroughSystem Instructions/Process Beginning January 17, 2011: • Baseline Data for New System: PCCD is working to build baseline records for all participants active as of December 31, 2010. We will soon send you a list of participants who were successfully loaded into the new D&A/RIP data base. You will use the new system to enter Intake data for any active participants not listed and to enter Outcome data for any participants who have terminated the program. Your objective is to build a complete inventory of all participants who were active as of July 1, 2010 and new participants who were added after that date • Beginning January 17, 2011, you will enter participant Intake records using the online system. You will enter Outcome data for any participant who exits the program on or after that date. • You should still find the PA Commission on Sentencing post-sentence Guideline Sentencing Form (GSF) a valuable source of participant data, but you will no longer have to submit this form to PCCD 18

D&A/RIP System Walk-ThroughSystem Instructions/Process Beginning January 17, 2011… (continued) • Complete the D&A/RIP Quarterly Report for the quarters ending December 31, 2010, March 31, 2011 and June 30, 2011 as usual. • You may use the Reports function of the new system to print your records when needed and the Data Export function to download a file of your records in Excel or PDF form for county use. 19
