Small Scale Salvage Program Application Process
Purpose To establish an application and approval process for small scale timber salvage that is efficient, effective and transparent.
Provincial Guidelines The Ministry will require a suitable application, signed by the applicant and a Professional, prior to issuing a Forestry Licences to Cut under authority of Section 47.6(2)(a) of the Forest Act. The Ministry requires a Post Harvesting Report, signed by a Professional, as documentation that the holder of a Forestry Licence to Cut has completed operations in compliance with the approved standards, guidelines and licence conditions. The Report does not prevent the Ministry from carrying out inspections or audits as it may deem appropriate.

District Guidelines Guidelines may be established to set out small scale salvage priorities based on local forest management objectives and circumstances. Local procedures may be established where they are needed to achieve the purpose of this policy. Local guidelines or procedures must be made known to potential applicants in an appropriate manner and time.
Pre-application Planning • Consistent with forest health strategy or salvage plan • Not in conflict with another tenure or application • Not in conflict with a FSP or FDP • Consultation with other tenure holders or agencies as required • Verification of land status • Identification of possible conflict with known archeological features
Application • location of timber and confirmation of ownership • cause of timber mortality • volume and species proposed for harvest • method of harvest proposed • term of licence proposed • documentation of referrals
Application • stumpage appraisal information • map • road use • signature of a professional • signature of applicant
Review and approval criteria • timber volume does not exceed 2000m3 • timber meets the requirements of Section 47.6(2)(a) of the Forest Act • consistent with statutes, including FRPA and FPPR • consistent with district forest health strategy and/or SSS plan
Review and approval criteria • applicant is capable of carrying out salvage • not in default of another agreement • consistent with provincial strategy and policy • not unduly infringe on aboriginal rights and title • signed and sealed by a professional and the applicant
Post Harvesting Report • timber removed according to licence requirements • waste and residue standards met • stand stocking – FPPR Section 46 • protection of soil, water, archeological and wildlife features achieved • access deactivated if required • completion of all on-site obligations
