4. CSBG ARRA Outcomes from July 1, 2009-September 30, 2009 Begin spending September 2009. CSBG ARRA grant is 9.6% spent, agencies have spent $470,223 • ARRA Job Creation: • Jobs Created: 42.25 • Idaho CSBG Program First Quarter Outcomes: • Unemployed individuals obtained a Job: 46 • Completed ABE/GED and received Certificate: 25 • Rent/Mortgage Assistance 251 • Employed and obtained an increase in income/benefits: 17

5. Child Care Development Fund(CCDF) • CCDF provides funding for the Idaho Child Care Program for: • Tuition Assistance to low income families working or going to school • Multiple strategies to enhance and create Quality Child Care in Idaho • Normally receive $25 Million annually • State Match not available 2009 and 2010 so we can only draw $15.5 Million. • Received $12 Million in ARRA funding for two years

CCDF Uses and Outcomes • Tuition Assistance to all eligible families • $1.5 million for Quality Improvement Activities conducted by IdahoSTARS • Scholarships (115 college scholarships to providers this fall), Incentives, Mentors, Grants, and Assessments: 2 yr goal: 1,118 • Strengthening Families and QRIS Project Expansion: 2yr Goal: 100 additional providers participating • Creation of 1.5 jobs

7. Economic Importance of Child Care in the Regional Economy With the recession our formal child care sector has come under serious stress. Child care has three components: • Its effect on places (regional economy), • Its effect on parents (social infrastructure supporting workers and their employers), and • Its effect on children (investing in human development for a productive future workforce). We find the child care sector has linkages to the rest of the economy that are equally strong or greater than retail and tourism and other social infrastructure sectors such as hospitals, job training, elementary and secondary schools and colleges and universities. 9. Weatherization Program • Normally receive $3.4 million a year • 5 Community Action Agencies and Canyon County Office on Aging http://www.idahocommunityaction.org • Increased eligibility level to 200% of Poverty • Received $30.3 million ARRA for two years

Weatherization Program • Normally serve households at 150 % of poverty with a maximum of $3,000 per home. • In 2008, 1,399 units were Weatherized. • With ARRA funding, poverty limit is at 200% of poverty with a maximum of $6,000 per home. • It is expected that we will Weatherize more than 1500 additional units a year with ARRA funds • New Jobs created: • 119 (up from 70) jobs • 40 additional contractors

12. Other ARRA Funded Programs • Temporary Emergency Food Assistance Program (TEFAP), $96,000 to purchase and store additional emergency food. • Temporary Assistance for Needy Families (TANF) IDHW decided not to access these funds because of State matching requirements.
