What is GOFC/GOLD-Fire? GOFC/GOLD (Global Observations of Forest and Land Cover Dynamics) is a project of the Global Terrestrial Observing System (GTOS) program, which is sponsored by the Integrated Global Observing Strategy (IGOS). The main goal of GOFC/GOLD is to provide a forum for international information exchange, observation and data coordination, and a framework for establishing the necessary long-term monitoring systems. The GOFC/GOLD-Fire Mapping and Monitoring Theme is aimed at refining and articulating the international observation requirements and making the best possible use of fire products from the existing and future satellite observing systems, for fire management, policy decision-making and global change research. GOFC/GOLD is promoting self-organized regional networks of data users, data brokers and providers, where closer linkages and collaborations are established with emphasis on an improved understanding of user requirements and product quality. GOFC/GOLD-Fire is pursuing, in a joint effort with the Committee on Earth Observing Satellites (CEOS)Working Group on Calibration and Validation (WGCV) Land Product Validation (LPV) subgroup, the coordinated validation of fire products by standardized protocols.

Workshop Objectives 1) Review and discuss the monitoring group recommendations from the June 2002 World Land and Forest Fire Hazards Conference held in KL. Are there recommendations to which GOFC can make a contribution? 2) To expand participation in GOFC Fire S.E. Asia. 3) Review and plan analysis of S.E. Asia fire cal/val data collected in 2002. 4) To review and discuss the move of GOES-9 to East Asia and the plan to have near real time fire data of S.E. Asia provided by NOAA. 5) Discuss / plan the development of one or more prototype S.E. Asia fire information systems.

Technologiesi) To operate a comprehensive ASEAN early warning system which comprised of prediction and detection of fire and haze using remote sensing and ground monitoring technologies and mechanisms;ii) To develop Fire Danger Rating System/ Fire Hazard Map/ Fire risk map/ Fuel mapping to enhance the identification of fire prone areas to compliment the above effort; iii) To establish a mechanism for a free flow of user friendly, timely, high quality, accurate and affordable information between providers and end users, in order to ensure continuous improvement of the monitoring system;
Technologiesiv) To conduct accuracy and reliability assessment on product derived from remote sensing and ground monitoring to:* define detection limits* define and understand error sources* improve algorithms* provide basis for user confidence in used of products* improve quality of inputs into predictive models v) To provide training and capacity building to the users in monitoring and other related areas; vi) To utilize combination of satellite imagery such as NOAA, MODIS, SPOT, LANDSAT and others to improve the accuracy of the information;
Technologiesvii) To strengthen local, national and regional meteorological monitoring network to improve collection and dissemination of the information; viii) To incorporate and strengthen other parameters on monitoring which include the site specific air quality monitoring, meteorological data, monitoring through aerial and ground surveillance to compliment information received from satellite imagery; ix) To integrate modeling aspect into the early warning system to enhance the understanding of fire and associated haze behavior with the view for a better prevention measures;
Technologiesx) To establish and oversee a regional information system for fire management, impact assessment and to contribute to global fire monitoring efforts; xi) To request NOAA to switch the AVHRR channel 3 sensor to look for fires when passing over ASEAN region;

Institutionali) To establish and strengthen the fire networking at regional and sub regional levels by encouraging cooperation among existing monitoring institutions such as CRISP, MACRES, LAPAN, and ASMC in order to facilitate exchange of information and to optimize the use of limited resources;ii) To establish links with the global network; iii) To establish a one-stop agency at national as well as regional level that provides support, guidance and advise to multi sectoral users on the available information; iv) To carry out regular monitoring on land use changes for peat soil and other fire prone areas;
2. Institutionalv) To enhance the use of monitoring information as evidence for enforcement purposes; vi) To organize workshop with the view to harmonizing the terminologies and products that can be used in monitoring land and forest fires; vii) To establish a committee to work towards standardization of all monitoring mechanisms and systems used in the region;
3. Sociali) To increase participation of local community in the monitoring of land and forest fire;ii) To enhance understanding of social parameters such as transmigrations of population and the cultural perspective of burning practices in order to enhance monitoring activities; and iii) To study the impact of land and forest fires on human health.
