  2. Intra-ACP Support to the GCCA Overall Objective: To support the Sustainable Development of the ACP regions and countries, preserving their progress towards the MDG

  3. Intra-ACP Support to the GCCA Purpose: To help the ACP group to better tackle climate change as a challenge to their development, in particular to improve the understanding of the effects of climate change and to contribute to adequate adaptation and mitigation responses.

  4. Intra-ACP Support to the GCCA • Structure: • 5 components to support the implementation of the EU-ACP joint declarations on CC in selected regions (80% of the total budget) • 1 technical support component • 1 institutional support component

Intra-ACP Support to the GCCA • ClimDev Africa Component (8mio): • Pan Africa component • Contribution Agreement has not been signed • Joint management with UNECA • 6 mio earmarked for the ACPC (UNECA) and 2 mio for the CCDU (AUC) • Institutions responsible for programme implementation: AUC, ACPC and AfDB • Other donors: Norway, Sweden, UK

Intra-ACP Support to the GCCA • Key Areas: • Information systems and capacity to analyse climatological data • Mainstreaming CC in national and regional development policies and strategies, including low carbon development solutions • Capacities for Climate Change negotiation • Access to CC financing mechanisms

Intra-ACP Support to the GCCA • Pacific Component (8mio): • Contribution Agreement between the EU and the University of the South Pacific (USP) signed in December 2010 • Duration: 4 years (2011 – 2014) • 15 beneficiary countries, each with a country coordinator and a “National Project Advisory Committee”

Intra-ACP Support to the GCCA • Focus: increasing local understanding of climate change and capacity to adapt to the impacts of CC • Key result areas: • Capacity building • Development and implementation of adaptation strategies at community level • Applied research related to climate monitoring and adaptive strategies.

Intra-ACP Support to the GCCA • Climate Support Facility: • Pool of experts in areas related to climate change • Provide short term assistance on request • Typesof services: to be defined (e.g. mainstreaming cc in policies, strategies and programmes; implementation of agreements and mechanisms under the UNFCCC ; training and capacity building; design of responses; etc)

  22. Intra-ACP Support to the GCCA • Institutional Support Component (700,000 EUR): • Service Contract awarded to LTS International (with le GroupeConseilBaastel and CAMCO) • Implementation started in September 2011 • Operating from the ACP House, Brussels

Intra-ACP Support to the GCCA • Main areas of responsibility: • Liaise between the ACP member states and the Climate Support Facility (CSF) • Ensure smooth CSF operation • Coordination (various components, programme-GCCA, programme-related programmes) • Communication (technical briefing notes; ad-hoc technical advice; information fora; channelling information on opportunities for funding, for training, for internships, etc)
