2.1. What we did? • Amendments to the Law on Access to Public Information (December 2014 - February 2019); • Development of the National Open Data Portal (January 2015 - March 2016) and Upgrade via new National Open Data Portal; • Priority opening datasets with high public importance (February 2015 - May 2019); • There are 9641 datasets from 502 public agencies and 1069 registered users published on the Bulgarian open data portal); • High positions in international rankings for open data (November 2015 - November 2018 via Reports by the European Commission within fouryears - Open Data Maturity Report. 27/05/2019,Linked Open Statistical Data
2.2. What we are doing? • Adoption of amendments to the Law on Access to Public Information (September 2019); • Preparation and adoption of the Regulation on standard conditions for reuse of public sector information and its publication in open format (June 2019); • Preparing fourth national action plan in the framework of the "Open Government Partnership“ • Creating and developing New National Open Data Portal • Creating regulation on structure, compositions and standards of data and metadata (September 2019) • Working on detailed survey for prioritization of data sets and detecting the most significant for the re-users 27/05/2019,Linked Open Statistical Data
2.3. Results • Great effect from last legislation changings: • annually lists with priority datasets for publications; • prioritization and publication of datasets become an ongoing process; • number of published datasets increasing very fast, forming proactive administration with employees with higher level of knowledge in Open Data field. • Good collaboration on National Level; • More active society and NGO sector; 27/05/2019,Linked Open Statistical Data
2.4. Achievements • The law has an open default license and encourages data holders to provide their data in an open license with the least restrictive conditions • Publishing more and more data sets every year; • Sufficient quantity and quality data sets; • pdf formats are not allowed; • goes in the direction of providing a 3-star level of the 5-star model where the data is machine-readable; • DCAT-AP compliant metadata; • The Ordinance encourages automation and updating to be done in a timely and simplified way through API interfaces and this creates conditions for data connectivity 27/05/2019,Linked Open Statistical Data
