  1. Morven Meadows Park Location Analysis

Improperly Zoned • Area not zoned as dog park • The phrase “dog park” has been purposefully removed from the proposal because it violates the zoning • “off-leash area” substituted to try to get around the issue with a technicality • “off-leash area” = “dog park” • This alone should be enough to stop wasting tax payer money on the proposal for this location ($50,000 so far).

  3. Inaccessibility • The proposed park is EXTREMELY inaccessible. Made very clear when compared to other parks in the area. • Compare to the 7 dog parks in Fairfax County • Reston, Herndon, Chantilly, Oakton, Annandale, Alexandria, & Springfield

  4. Entrance to Reston • At Corner of Baron Cameron and Wiehle Ave • Both divided, two lanes each way, roads.

  5. Entrance to Oakton • Off of Blake Lane, a divided, two lanes each way, road.

  6. Entrance at Herndon • Off of Herndon parkway, a divided, two lanes each way, road.

  7. Entrance at Chantilly • Off of Braddock Road, an easily accessible paved stretch of road.

  8. Annandale Entrance • Off of Columbia Pike, a divided, two lanes each way, highway.

  9. Springfield Entrance • Off of Fairfax County Parkway, a divided, two lanes each way, major road.

  10. Proposed Leesburg Entrance • Only routes in are on the very narrow Old Waterford Rd (a rural gravel road from the NW) or directly through our neighborhood (the more likely route), on Fairview, a non-divided, one lane each way, 25mph road.

  11. Location, location, location • Dog parks are located in urban areas, centrally located and accessible from every direction. • Morven meadows is located on the western most side of Leesburg… practically a rural area. • Most dog parks are located nearby denser housing (apartments, condos, townhomes). • Dog parks are located next to areas where the increased traffic will not be noticeable. • Morven Meadows would be the only dog park in Loudoun… Fairfax has 7… this proposed park will have a LOT more impact than Fairfax parks see. • At 6 acres, the Morven Meadows Park Dog Park area will be large enough to handle considerably more dogs than any park in Fairfax. (In contrast, Reston & Herndon are only 1 acre each)

  12. Reston statistics • Sunday, Feb 23, 2008, 10:30am-11:30am • 35 degrees F • 80 visitors during that one hour period • Average of one car every 45 seconds • Parking lot had approx 35 cars at any one time…. All dog park visitors

Morven Meadows Statistics • Sunday, Feb 23, 2008, 12:20-1:20pm • Fairview Road is the most likely impacted road to show an increase in traffic if dog park added at Morven Meadows • 33 cars in one hour (approx ~24 were neighborhood residents) • Average of 1 car every 1.8 minutes (109 seconds) • If Morven Meadows had the exact same number of visits as Reston, traffic would increase 342% on Fairview Rd. • But, Morven Meadows is NOT 1 of 7 parks • Reston actually has 3 other parks VERY close to it. • Morven Meadows is 6 times larger than Reston. • Fairview will likely see an even larger increase than 342%. • Morven Meadows has been designed to only hold 30 cars. This means spillage of overflow onto a VERY narrow Old Waterford Rd, or into the residential Old Waterfod Knoll nearby.

  14. Statistic Extrapolation • Assume Morven Meadows gets 3 times the visitors that Reston gets (an easy number to imagine since Morven Meadows is 6 times larger, and doesn’t have the benefit of other dog parks nearby to draw visitors) • Traffic on Fairview goes from 1 car every 109 seconds down to 1 car every 8.25 seconds. • Good luck to the neighborhood kids who regularly cross that road • Parking spillage would extend all the way up Fairview Rd. • Keep in mind that these numbers are taken on a relatively cold day in February. During the warmer months, dog parks tend to get more (not less) busy. • These numbers could get a lot worse.

  15. Closing • Dog Park location is extremely important when planning the park • This location is not desired by anybody • The proponents of the dog park are willing to accept this undesirable location because they aren’t able to find another inside of Leesburg. This location is an act of desperation. • Many of the residents in the surrounding neighborhoods have and love dogs, but, are opposed to this dog park. The location choice simply doesn’t make any sense. • Proponents of the dog park have argued that dog parks are very important. • However, the negative impacts on the humans located near the park clearly outweigh the positive impact the dog park my have on the humans and dogs who use the park. • It’s simply not zoned to be dog park (even if it’s called an “off leash area” instead)
