  2. Reasons for citizens not to go to court: • personal threat + SLAPP likelihood • psychological barriers, fear of courts • financial implications • lack of professional experience and knowledge • Low environmental awareness • conflicts of interests

  3. PIEL NGOs limitations in A2J • lack of financial support • lack of lawyers • lack of support of local population

  4. 90% of appeals to court are initiated by NGOs (having lawyers) • Non-legal NGOs randomly consider court as tool to address violation of law • Law NGOs make more strategic litigation & citizens individual cases
