Data collection process • Random sample of IEPs is drawn from the universe of eligible students • Data collection is coordinated through ISD transition coordinators • A checklist is used to assess compliance with Indicator 13 • Compliance data for each student’s IEP is entered at the SPP secure website by October 1 www.pscinc.com
Data collection process • SPP-13 data collection allows for correction of noncompliance identified during the data collection cycle (April–October 1) • You are required to enter the data from your initial review of the IEP and then resubmit data after the necessary correction has been completed • To help make this process easier, when you enter data you must check whether the data submission is: • Initial • Corrected www.pscinc.com

Sampling • Random sample of IEPs is drawn from the universe of eligible students, age 16-26 (16-21 for APR) • Every LEA is included in the sample • LEAs with 7 or fewer eligible students will include all students in the sample • LEAs with 8 or more eligible students use a strict margin of error to determine the sample size in each LEA: • Any LEA with fewer than 50,000 enrolled students will be sampled to achieve a margin of error within +/- 10% at the 95% confidence level • Any LEA with 50,000 or more enrolled students will be sampled to achieve a margin of error within +/- 5% at the 95% confidence level www.pscinc.com
Data collection checklist • New indicator language “Percent of youth with IEPs aged 16 and above with an IEP that includes appropriate measurable postsecondary goals that are annually updated and based upon an age appropriate transition assessment, transition services, including courses of study, that will reasonably enable the student to meet those postsecondary goals, and annual IEP goals related to the student’s transition services needs. There also must be evidence that the student was invited to the IEP Team meeting where transition services are to be discussed and evidence that, if appropriate, a representative of any participating agency was invited to the IEP Team meeting with the prior consent of the parent or student who has reached the age of majority.” (20 U.S.C. 1416(a)(3)(B)) www.pscinc.com
Data collection checklist • The student was invited to the IEP Team meeting. • The student’s post-secondary vision (post-secondary goals) is identified, including: • Development/update of the post-secondary vision (post-secondary goals) was based upon evidence of current transition assessment information; • The post-secondary vision (post-secondary goals) was updated annually; and • The post-secondary vision (post-secondary goals) is measurable. • The IEP identifies the student’s current: • Academic achievement; • Functional performance; and • Transition related needs. www.pscinc.com

If any agency is likely to provide/pay for transition services: • Evidence: • Identification of any agency likely to provide or pay for transition services, and evidence the representative was invited with consent. (Check PLAAFP for any transition-related need) • Evidence of consent from the parent (or age of majority student) to invite an outside agency to each IEP. This means that each time you plan an IEP AND you want to invite an outside agency that is likely to pay for or provide a service, you must get consent before you invite them to the meeting. www.pscinc.com
