Tony Ellis, Keryn Stevenson Project Description Project Outcomes Keryn Stevenson, Tony Ellis Tony Ellis DOH Feedback Questions Overview
Secure Extranet The Problem Council Services NHS, GP’s • Client Info • Name • Address • Health Details • Client Info • Name • Address • Health Details Housing Benefits
Login to Secure Extranet area SSD Data e.g. client referral info Health information Pages Other council databases Health Centre Worker’s home Firewall Goes to WWW page via secret URL Virtual Login
Key Deliverables • Secure electronic links • Procedures for on-line data transfer and information exchange • Mechanisms for obtaining and recording client consent to sharing of information
Pilot Site • Richford Gate Primary Care Centre • Leading Integrated Care centre • Piloting online consultant bookings • Lead User Dr Beverley McDonald • 5 GP’s • Practice Nurse and District Nurses
Outcome of Pilot site • 7 registered users • 520 joint service users • 100% of NHS numbers gained • 127 gave consent (25%) • 17 refused consent (3%) • Service information accessed • Weekly referrals made to SSD
What went well • Good response to consent process • Acceptance by service users as a good delivery method • Ability to see Service user details • Capturing SSD referrals on the Vision system • Improved knowledge of each other’s business
WARNING: Cape does not enable users to fly! WARNING on the Batman costume OR Technical solution is only half the job
Problems • Rolling out to less IT literate staff • Poor ratio of PCs for District Nurse staff • New PCT but no IT Lead • Lack of time • Used to the phone
Next Stage • Rolling out to other sites • Connecting into EMIS/Vision • Integration into SSD client index • Auto notifications • Other LA’s interested • ACPC Guidance
1st Deliverable Security • Extranet proved to be secure and reliable • User access process has worked well • Penetration testing successful • Adding Security questions to JET
Future Security? • Access via NHSNET nww.JET.nhs.uk • Digital certificates • PKI encryption • Specific IP address access
2nd Deliverable Method of Data Sharing • Available 24/7 • Easy to Use interface • Dataset highly useful to health partners • Flexible enough to cope with a changing environment e.g. SAP • Does not require networking e.g. two networks at Richford Gate
Extending the JET Concept • Multi Agency Child Protection Information • Accident & Emergency • Providers • Single Assessment Process • Service User access • Hosting
3rd Deliverable Consent and Confidentiality • Concern about the consent process due to Caldicott • Developed consent process in line with this • Clients can refuse/withdraw consent at any time • Temporary access to client when consent form has been completed at point of contact • Consent Form • Pamphlet • JET ensures DP/Caldicott compliance Overall 20% of consents returned with an initial mailshot
Other Deliverables • Demonstrations to interested parties • Circulated information • Awareness raising • Barrier removal role • Opened up other business areas
Infrastructure Barriers • Difficulty in getting NHS numbers • Need access to GP details for all service users for processing of referrals • Difficulty of getting access to the tracing systems to add NHS numbers as we add new clients
DOH Issues - Funding • Capital poor…revenue totally skint! • Funding only received (in part) Jan 2002. Not able to carry forward. • Make decision earlier (Jan - March). Leaves 12 months for project
DOH Issues - Project • Communications plan e.g. newsletter • Communication - other demonstrators • Project management contact • Reporting requirements outlined at beginning • Previous demonstrator on ISC Panel
DOH Issues • Demonstrators are “nice”, Pathfinders are “sexy and important” • Cross links between ODPM(DTLR)/DOH “For every action there is an equal and opposite government program”
CD Rom available soon • Project Initiation Document • Project Plan • Other relevant project material • JET Multimedia presentation • Consent Forms • Leaflets • Jet Dataset • JET Network Infrastructure • Pilot Sites Profile • NHS Reference Breakdown • Evaluation Report
