  3. Brief Overview of the New Assessment System • New Organizational Structure for the GED Testing Service® (GEDTS) • The new organization was formed on March 11, 2011 • Partnership between the American Council on Education and Pearson (LLC)

Brief Overview of the New Assessment System • New Assessment System Primary Objectives • Promote pathways to achieve career and college readiness & increase postsecondary (PSE) attainment and career success by: • Facilitating the development of a robust system of learning pathways to support GED® candidates (“Prepare”) • Developing a test that certifies readiness for careers and college (CCR) in addition to a high-school credential (“Perform”) • Connecting GED ® test-takers with resources to enable their progression into career and college (“Progress”)

Brief Overview of the New Assessment System • Components of the New System • New test that certifies high school equivalence and college and career readiness • Aligned to Common Core State Standards (CCSS) and prevailing state standards • New diagnostics and additional tools to provide more information to candidates and improve preparation • Computer-based delivery platform for the new test

  7. Brief Overview of the New Assessment System • Key Dates in GEDTS Timeline for the new test: • Fall 2011/January 2012: Content standards are projected to be set • July 2012: Item Sampler released • Fall 2013: Readiness test released and cut-scores are set • 2015: Diagnostic test released

Highlights of the Next Generation Assessment • Writing Standards and the New Essay • New writing test will shift to “writing about reading” tasks • All writing will require analysis of a given source text(s), using evidence drawn from the text(s). • Prompts will elicit both argumentative and informative writing samples. • Writing samples will be scores based on: • Use of evidence/support from the text(s) • Cohesion, organization, structure, development of ideas • Clarity and sufficient command of standard English conventions As presented by GEDTS staff members in July 2011

Highlights of the Next Generation Assessment • Social Studies Essay • Prompt stimuli include primary and/or secondary sources drawn from the text relevant to social sciences • Prompts will elicit discipline-specific response • Test takers will be required to have a broad, general awareness of the context in which the stimuli were written • Language Standards • New vocabulary items • New Editing Type items • Similar to writing multiple choice but in an authentic format As presented by GEDTS staff members in July 2011

Highlights of the Next Generation Assessment • Mathematics • New focus on • Real-world context for applied quantitative reasoning • Mathematical practices • Applying math skills in science and social studies contexts (numerical calculation skills, data representation) • Virtual scientific calculator will be embedded in the CBT platform • May be some calculator free items to test computation skills • Descriptive statistics and basic inference will be assessed primarily on Science and Social Studies Test As presented by GEDTS staff members in July 2011

  13. Computer-Based Testing (CBT)

CBT Base Pricing Through 2013 • $24 per content area test, including re-tests • Services included in the CBT delivery: • Test battery leasing • Registration & Scheduling (internet, phone, in person) • Fee Collection • Test Scoring • Unofficial score reports for multiple choice tests • Test security • Proctoring • Reporting, testing data management, data transfers • Base price does not represent the total test taker fee because there are a few services not included in this price like DOE data management and production of the official diploma and/or transcript

Approval of Testing Centers • Official GED Testing Centers™ will be approved as CBT delivery centers by the jurisdiction’s GED Administrator™, GED Testing Service, and if they meet Pearson VUE specifications. • Note the jurisdiction referenced above is the Florida Department of Education • Testing center must have an approved camera for digital photo capture (specifications provided by Pearson VUE)

Registration Process for Test Takers • Each approved Pearson VUE Authorized Test Center will set hours of operation • Candidates may register for the test through three methods: • Internet • Phone the designated Pearson VUE customer service number • In-person at the Pearson VUE Authorized Test Center (PVTC) • Candidates may reschedule or cancel their appointments up to 48 hours prior to the scheduled appointment. • NOTE: Under paper-based testing, testing centers currently have discretion on how to handle no-shows. This discretion will not exist under CBT.

FAQs on CBT • Does Pearson VUE charge an annual fee to be an approved third-party testing center? • NO. • If my district/college becomes a third-party testing center, will the testing center employees be employed by Pearson VUE? • NO. Your district will have agreement with Pearson VUE but staffing will be handled by the district/college • Will any paper-based versions of the new test in 2014 be available to students? • Only for students with documented disabilities

  18. FAQs on CBT • If my district/college has a Pearson VUE Authorized Test Center, will we be able to have other types of testing going on at the same time? • YES. Different test types can be administered at the same time. • Do the computers used to do the testing have to be dedicated only to GED® testing? • NO. Computers used for the computer-based GED® test do not need to be dedicated only to testing, and may be used for other purposes outside of the hours or periods in which testing is conducted. If a test-taker doesn't require the allotted time to complete the test, he or she may move on to the next section or test and the computer monitors the timing of the test, freeing examiners to concentrate on other monitoring duties during test administration.

  19. FAQs on CBT • Are tutorials available to assist students in preparing to the take the computer-based GED® test? • YES. A tutorial will be available at the testing center and online to help candidates become familiar with the computer-based testing (CBT) format. GED Testing Service is also preparing materials to help GED® instructors and examiners become familiar with the CBT format. • Will everyone in the testing room have to take the same test at the same time? • NO. Test-takers will be individually timed in the testing center and will not require group administration the way it is done today with paper-based testing (starts, breaks, and stops at the same time).

FAQs on CBT • Will students have to type their essays? • YES. • How would the computer-based delivery model for GED® testing be conducted in correctional institutions and other secure facilities that do not allow computer usage? • GED Testing Service is aware of this issue and will be working on solutions to ensure testing in restricted access facilities can continue.

  21. FAQs on CBT • Will students have to pay for the CBT test using credit cards only? • Credit cards are expected to be the primary payment method. GEDTS/Pearson VUE staff have indicated a voucher system will be available.

  22. Serving Students with Disabilities in a CBT format • Access to the most commonly requested accommodations are easily provided in the CBT environment • Extra time, additional breaks, and large print tests • Non-CBT versions may be available for students with disabilities only

  31. Major Transition Steps • Transition to Computer-based testing for all approved GED® testing centers in 2013. • Curriculum re-design in the Adult General Education Curriculum Frameworks for 2013-14 and professional development for teachers in adult general education programs. • Communications plan to inform new candidates of the requirements of the new assessment. • Expansion of testing capacity in 2013 for individuals who wish to complete testing on the current test series.

Transition to CBT and Administration of New Assessment in 2014 • Major Administrative Rule Revisions • 2012 – Authorize computer-based testing and develop structure for that system; adopts CBT testing fees • 2013 – Authorize new standards for State of Florida High School Diploma beginning on January 1, 2014; adopt CBT testing fees • New Fee Structure for CBT • New policies and procedures for GED Testing Centers and Florida GED Testing Office • Development of New Technology Applications • Development CBT Network – transitioning existing testing centers at Florida colleges, schools districts, and correctional facilities to become authorized 3rd party Pearson VUE centers
