1. THE 2ND BIENNIAL ANTI SUBSTANCE ABUSE SUMMIT RESOLUTIONS AND THEIR IMPLEMENTATION

2. Purpose of the presentation To brief the Portfolio Committee on Social Development about the resolutions and their implementations

3. Objectives of the Summit • To decide that the National Drug Master Plan shall be revised to include these resolutions so as best to combat alcohol and drugs (substances of abuse) in the country, but shall also make provision for the needs of the relevant international bodies and the needs of neighbouring countries that interact with South Africa • To accept that Summit Resolutions will inform the development and implementation of Anti Substance Abuse Program of Action • To decide that the achievements of success in combating substance abuse in communities shall be measured and evaluated in terms of outcomes as required by state authorities and the results of such measurement and evaluation shall be passed to communities and their stakeholders on an agreed basis

Objectives cont • To accept the concept that abuse of alcohol and drugs is the primary underlying cause of the range of social ills that beset our country (including aspects such as crime, violence, HIV and AIDs and others) and our communities and that combating alcohol and drugs in an integrated manner using an integrated strategy will best serve to alleviate the effects of these social ills • To determine that the integrated strategy to combating alcohol and drugs shall be primarily a community based approach that shall include supply reduction, demand reduction and harm reduction with the emphasis in each case being on primary prevention and the application of the elements of the integrated strategy in a manner suitable to the South African context and the specific needs of the South African communities

5. Objectives continue.. • To accept that the application of the integrated strategy for combating alcohol and drugs abuse shall occur in the communities and shall address the needs of the communities and shall be supported by organisations in the communities which shall be guided by the Local Drug Action Committees, Provincial Substance Abuse Forums and the Central Drug Authorities as amended by law

6. Objectives continue • To determine that in combating alcohol and drug abuse communities shall be empowered to identify, plan for and apply solutions to drug abuse related problems within their own communities, guided by the Local Drug Action Communities as amended by law, and shall be given feedback on their other achievements on an agreed regular basis • To accept that combating of alcohol and drugs shall form an integral part of the functioning of government departments and that their planning for and implementation of such plans shall be reported to Parliament in accordance with the requirements for such reporting mandated by law

7. Pre Summit Activities • Community Mobilization launched -Theme:” No place for drugs in my community” • Aim: Mobilize communities to play an active role towards dealing with substance abuse Door to Door conducted in nine provinces • To identify the types of drugs used in communities. • To establish if the community members are aware of available services in their communities. • To assess community members’ awareness of their role and responsibilities • To establish what community members require from government to the prevent alcohol and drug abuse.

8. Pre-summit activities continue • Provincial Summits held in North West, Limpopo, Gauteng, Western Cape, Free State, Eastern Cape, Northern Cape and Mpumalanga Provinces) Outstanding: KwaZulu Natal . • Youth dialogue and Inter-denominational Women Prayer Sessions • FAS Indaba • Media Campaign

10. 2ND Biennial Anti Substance Abuse Summit Theme:” An Integrated approach: Towards a drug free society” • 15-17 March 2011, ICC Durban , 670 delegates attended Presentations in the five commissions • Policy Framework and Legislation • Demand Reduction • Supply Reduction • Harm Reduction • Role of civil society Resolutions Acknowledged that: The South African approach to the fight against use and abuse of alcohol and other substances is one of prevention, treatment and after care 34 resolutions were adopted

11. Resolutions • Review and develop policies, legislation and regulations on liquor • It includes harmonising laws and policies for effective governance of liquor, reduction of accessibility of alcohol, restrictions on trading hours, and raising legal age of drinking and purchase from 18 to 21 years. • The reduction of the number of liquor outlets, raising duties and taxes on alcoholic products, warning labels and increasing criminal and administrative liability of individuals and institutions that sell liquor to underage drinkers and intoxicated patrons, are also included.

Resolutions cont… Education and awareness on substance abuse • The focus is on intensifying campaigns against substance abuse, implementation of comprehensive programmes, utilisation of multiple approaches to prevention and ensuring that public service functions are alcohol free. Equal access to services and resources to civil society and organisation • The focus is on the development of Treatment Model for Substance Abuse, Detoxification Guidelines, Screen and Brief Interventions for Alcohol and conducting research on TB efficacy outcomes

13. Resolutions cont • Review policies and legislation with regard to drugs and organised crime • It focuses on harsher punishment of drug related offences, speedy • finalisation of trafficking legislation, legislative responses relating to • smuggling of migrants, allowing obtainment of preservation order to seize proceeds of crime and review of International Cooperation in Criminal Matters Act, Act 75 of 1996.

14. Key Outcomes of the Draft National Drug Master Plan 2012 - 2016 • Reduced impact of substance abuse and related illnesses on South African population • All people able to deal with substance abuse problems in communities • Recreational facilities and diversion programmes prevent substance dependence • Availability of substances (including alcohol) reduced

15. Key Outcomes of NDMP cont • Integrated diagnosis, treatment, reintegration and funding implemented • Laws and policies for effective governance of alcohol and drug supply chain harmonised and enforced • Job opportunities in the field of combating substance abuse created

16. NDMP priority areas • Crime and violence related to substance abuse • Substance use, abuse and dependence problems related to national departmental and provincial mandates • Providing access to the target populations to prevention, treatment, aftercare and reintegration into society

17. NDMP Priority areas cont • Legislation, polices and protocols across the entire alcohol and drug supply chain • Monitoring and evaluation • Community development • Future research and information dissemination • Professional education and training in the substance abuse field (capacity building) • International policy and networking

Anti Substance Abuse Programme of Action Objectives of the Anti Substance Abuse Program of Action • To develop policy, review and align liquor legislation • To educate and create awareness on substance abuse • To promote equal access to resources across South Africa • To respond to policies and legislation with regards to drugs and organized crime • To review institutional mechanisms to prevent, coordinate and manage alcohol and drug use in the country

19. Recommendations It is recommended that: Portfolio Committee on Social Development notes: • Feedback of the 02nd Biennial Anti-Substance Abuse Summit and adopted resolutions • And support the implementation of the POA • The development of the Draft National Drug Master Plan 2012 - 2016
