  7. Writing a PreambulatoryClause • PreambulatoryClause: Thisclauseshouldtellthereasonsthecommitteeisaddressingthetopic. Itshouldalsohighlightanypastinternationalactionontheissue. Must beginwith a presentparticiple (preambulatoryphrase) followed by a comma. • Must beginwithanunderlinedpresentparticiple (preambulatoryphrase) followed by a comma.
