Benefits of Open Exeter – Home Oxygen Service (HOS)Case Study Challenges faced by Cheshire & Merseyside Health Economy in 2006 • Home Oxygen Order Forms (HOOFs), Acknowledgements, and Supplier’s Invoice Reports managed individually by 15 PCTs in Cheshire & Merseyside • PCTs checked accuracy of supplier’s invoice data manually • Supplier assigned patients to wrong PCTs • Supplier’s data not always accurate • PCTs undertook data cleansing exercises but changes not always corrected by supplier • All PCTs required to ensure that payments made on their behalf by PPD were accurate Page 1
Benefits of Open Exeter – Home Oxygen Service (HOS)Case Study July 2007 • CHA HOS Team comprised 3.5 WTE • By July 2007 CHA HOS Team managed HOOFs, Acknowledgements, and Invoice Reports for 6 Cheshire & Merseyside PCTs in North West region (approximately 4,200 HOS patients) • All HOOFs checked for accuracy against information held on Exeter system before entering onto Cheshire West Oracle HOOF system • All checks conducted manually - Open Exeter HOS system not developed yet • Manual reconciliation + validation of invoices time consuming and labour intensive • Despite problems CHA HOS team reconciled + validated the supplier’s invoice data and claimed approved credits on behalf of 6 PCTs in Cheshire & Merseyside Page 2
Benefits of Open Exeter – Home Oxygen Service (HOS)Case Study October 2007 • Open Exeter (HOS) System launched nationally • Dedicated development team committed to continually improving functionality • Workshops to promote Open Exeter Home Oxygen Service (HOS) system held in October 2007 • Operational Benefits • New system was easy to use and saved time • Enabled PCTs/Shared Service Agencies to upload supplier’s patient identifiable invoice data onto Exeter system • Exeter system checked supplier’s patient information for accuracy and produced a series of reports that supported the data cleansing process and the development of effective clinical assessment and follow up services • The aim is to adopt a consistent approach across Cheshire & Merseyside and encourage all 8 PCTs to use the Open Exeter HOS System Page 3
Benefits of Open Exeter – Home Oxygen Service (HOS)Case Study November 2007 - Results • CHA team using Open Exeter HOS system to support the reconciliation + validation process for 6 PCTs in Cheshire & Merseyside • CHA produce monthly reports and provide supplier with accurate patient data • Overall Benefits • Open Exeter HOS system has supported the validation + reconciliation process by • Identifying a significant number of deceased patients • Producing reports that enable supplier to update records and remove equipment no longer required by patients • Producing reports that identify patients with multiple cost categories • Saving administrative time at PCTs Page 4
