  2. « An integrated new service to foster - at an early stage - the healthy development of children and adolescents (-9 to 20) in the German speaking community on a physical, mental and social level » • Primary objective = well-being: - Promote individual skills and resources - Create positive conditions for development in different settings: family, school, neighborhood, community

  3. To bring together the existing human and material resources in education, social support and health care to efficiently organize preventive actions to foster the quality of life and performance of all children and adolescents in the community; • 2) To form an efficient, visible and accessible quality service for the best-possible development of the physical, mental and social well-being of children and adolescents; • 3) To work towards equal opportunities for all in education and health by focusing especially on children and adolescents i.a: • in socially and economically deprived families, • with parents who are frail in health (physically or mentally), • with special educational needs, • with migration background.

  4. New service = • Dienst für Kind und Familie (DKF, service for child and family); • Gesundheitszentren (health care centers); • PMS-Zentren (psycho-medico-social centers); • Schulzahnpflege (dental care service for schools). • + new functions (i.a. schoolpsychologists)

  5. On the basis of the UN-convention on the rights of the child and the five areas of well-being(physical, psychological, social, spiritual and moral) we determined the following main objectives for the new integrated service for the well-being and the healthy development of children and adolescents with a main focus on prevention:

  6. to foster the best possible physical and mental health of children and adolescents in the DG • to support the best possible unfolding of their educational potential, to foster active and inclusive learning in general and vocational education of children and adolescents in the DG • to facilitate a safe environment for children and adolescents and protection from accidents and deliberate harm • to promote economic security for children and adolescents to support an adequate standard of living as a basis for their healthy development • to support children and adolescents in being part of an encouraging setting for development i.e. family, friends, neighbors and communities • to foster the inclusion of children and adolescents in the community • to help create the necessary conditions for children and adolescents to contribute positively to the community

Intersectoral and interdisciplinary collaboration and an evidence-based working approach • Blend of existing tasks and best practices of existing services and new working fields (teacher’s health, apprentices) • front-row preventive service BUT • no therapeutic institute Priority 1: Promoting development in the family setting (advise parents already during pregnancy) Priority 2: Promoting development and health in the preschool/school setting (advise schools in their development, advise head/teachers, SEN) Priority 3: Promoting extracurricular development (community, neighborhood, work, leisure) Priority 4: Advise the government (specific issues)

  8. One-stop-shop and outreach work • Pooling of resources, skills and knowledge • Optional and obligatory services • Continuous prevention work • Crises intervention • Central and decentralized contact points • Networking • Quality management

Legal status • Autonomous legal entity under public law – legally established in the educational system • Operator • Board of directors • Philosophy • Articulated plurality based on child rights for the well-being and the healthy development of children and adolescents in the German speaking community
