OPA improved the ability to prevent and respond to oil spills by making provisions allowing the government to provide money and resources needed to react to any spills • OPA led to the creation of the Oil Spill liability trust fund which is allowed to donate 1 billion dollars per oil spill • The OPA requires the government to react to oil spills with full public and private force • It also requires the federal state and local governments to have detailed plans ready in case of an oil spill • It increases the penalties for oil spills and non-compliance • Requires state to authorities to have laws governing oil spill prevention and response
