  1. PHARE and Reality by Wolfgang Philipp Senior Director EATMP EUROCONTROL

  2. EUROCONTROL Position • The air traffic growth in Europe is forecast to grow to more than double by 2015 • The airspace in Europe is congested and delays cause high penalty costs • The Airspace users are in a competitive environment, demand feeder and flight efficiency • The Air Traffic Service Providers are nowadays public, corporatised or privatised organisations • High target level of safety has to be ensured • Business case is the novel demand of the time

  3. Business Case Development • Identify the candidate options • Assess their feasibility • Identify their merits • Validate the options in more realistic environments • Quantify benefits at System Level in stakeholder terms • Quantify costs at System Level in stakeholder terms

  4. Business Case Development • Identify the candidate options • Assess their feasibility • Identify their merits • Validate the options in more realistic environments • Quantify benefits at System Level in stakeholder terms • Quantify costs at System Level in stakeholder terms PHARE showed some of the merits and the feasibility of a candidate option

  5. Business Case Development • Identify the candidate options • Assess their feasibility • Identify their merits • Validate the options in more realistic environments • Quantify benefits at System Level in stakeholder terms • Quantify costs at System Level in stakeholder terms EUROCONTROL Validation Plan is identifying measures and metrics

  6. Business Case Development • Identify the candidate options • Assess their feasibility • Identify their merits • Validate the options in more realistic environments • Quantify benefits at System Level in stakeholder terms • Quantify costs at System Level in stakeholder terms Co-operative Actions for R&D inEUROCONTROL (CARE)

  7. Validation and Integration • EUROCONTROL is co-ordinating validation and integration exercises aim to provide solid quantified business cases to airspace users and ATS providers to persuade them to: • Implement improvements using available technology from now to 2005 • Implement transitional changes toward an advanced ATM Network in the the Strategy for ATM2000+ timescales • Implement full target ATM Network identified in the Strategy for ATM2000+

  8. Prior Warning for Change • Ideal would be all changes made voluntarily • Where co-ordinated changes need to be made EUROCONTROL is working on implementation arrangements for the European Notice of Proposed Rule Making procedure ENPRM

  9. A Path to Future ATM • Candidate options for improvement have been identified some short-term some long-term • Short-term improvements are identified and ATS and Airspace Users will be expected to implement them • Longer-term improvements and transition to them are being identified and the changes will be agreed and notified • PHARE has shown that by working together a Target ATM Network can be achieved

  10. Programme Today • Introduction, concepts , measurements and some results • Practical Demonstrations from the Projects • User’s Views from a controller and pilot from the trial • Indication of where we want to go from the airspace users and the R&D, and how this fits with the ATM Strategy for the years 2000+ • Questions • Cocktail reception • Further demonstrations
