EUROCONTROL Position • The air traffic growth in Europe is forecast to grow to more than double by 2015 • The airspace in Europe is congested and delays cause high penalty costs • The Airspace users are in a competitive environment, demand feeder and flight efficiency • The Air Traffic Service Providers are nowadays public, corporatised or privatised organisations • High target level of safety has to be ensured • Business case is the novel demand of the time

Validation and Integration • EUROCONTROL is co-ordinating validation and integration exercises aim to provide solid quantified business cases to airspace users and ATS providers to persuade them to: • Implement improvements using available technology from now to 2005 • Implement transitional changes toward an advanced ATM Network in the the Strategy for ATM2000+ timescales • Implement full target ATM Network identified in the Strategy for ATM2000+
Prior Warning for Change • Ideal would be all changes made voluntarily • Where co-ordinated changes need to be made EUROCONTROL is working on implementation arrangements for the European Notice of Proposed Rule Making procedure ENPRM
A Path to Future ATM • Candidate options for improvement have been identified some short-term some long-term • Short-term improvements are identified and ATS and Airspace Users will be expected to implement them • Longer-term improvements and transition to them are being identified and the changes will be agreed and notified • PHARE has shown that by working together a Target ATM Network can be achieved
