Part 4 - Materials Management Preventing Stormwater Pollution at Your Public Works Facility: A 5-Part Workshop Series
Training Modules • Why Stormwater Matters • What is a SWPPP? • Spill Prevention & Response • Materials Management • Good Housekeeping
Materials Management • Purchasing • Storage • Usage
Order in appropriate amounts • Avoid expiration • Avoid storage problems
Inspect immediately upon delivery • Leaks • damage
Consider alternative products • Multi-purpose to reduce numbers • Review Material Safety Data Sheets (MSDS) prior to purchase • Ask for least hazardous materials suitable to job
What are we storing? • Stuff • STUFF
Storage basics • Store all fluid products & wastes indoors or under cover
Storage basics • Inspect storage area for points where spilled products could migrate; avoid storing, dispensing or mixing products there
Storage basics • Organize the storage area and keep an inventory • Keep unused products in their original containers
Storage basics • Properly store wastes • Plainly label containers • Date when contents first added • Indicate hazard (e.g. flammable) • Batteries in single layer on pallets • with non-corrosive base • Recycle
Storage basics • Bagged or boxed products that are stored outdoors should be on pallets and covered prior to rain
Storage basics • Store waste materials and garbage in dumpsters with lids • Away from concentrated flows
Storage basics • Locate stockpiles away from water bodies, inlets & concentrated flows
Storage basics • Salt and salt/sand piles enclosed or covered by resistant shelter
Storage basics • Store bulk materials and tires under roofs or tarps
Storage basics • Use berms or dikes for containment
Acceptable Uses for Sweepings • Landfill cover material (may require screening) • Base course to be covered with asphalt or concrete • Backfill for public works construction projects • Mixed with new sand/salt and reapplied
Sometimes acceptable use • Clean fill, but… • Analytical testing for petroleum hydrocarbon content, Toxicity Characteristic Leaching Procedure, total lead content must prove no potential threat to human health or environment • Sampling plan and analytical results must be submitted to Office of Waste Management for review & approval
Two sweepings piles? • One for amount we estimate to reuse • One for temporary storage prior to transport to landfill • Both contained and covered!
Keeping runoff in mind • Keep containers closed except briefly while in use
Keeping runoff in mind • Use self-closing spigots & nozzles for dispensing fluids from bulk containers • Place drip pans beneath hose/pipe connections
Keeping runoff in mind • Pour & mix products in well-ventilated area over a spill pallet
Pouring & mixing • Mix & load bulk materials in designated area away from flow paths • Clean up excess & spills • Minimize transfers during wet conditions
Keeping runoff in mind • Avoid accumulating multiple partly-used cans in the work area
Keeping runoff in mind • Return empty containers before using new supplies • Seal drums & containers prior to transport
Keeping runoff in mind • Before you start using materials, make sure spill cleanup materials are readily available
Keeping runoff in mind • Use dry cleanup methods
