Reaffirmation Reaffirmation is the process by which a student who inadvertently over-borrows may regain eligibility for Title IV aid by making satisfactory repayment arrangements in writing with their loan holder. • Processing Reaffirmations: • Before: School Student Loan Holder Student School • After: School Student Loan Holder NSLDS • April 2015: NSLDS began collecting Reaffirmation data.
Reaffirmation • NSLDS alerts users to the presence of reaffirmation data with the use of icons • The “Reaffirmation(s)” informational icon displays for a borrower when an active reaffirmation is reported on one or more loans
Reaffirmation • An “R” reaffirmation icon displays next to the Loan Detail button on the Loan History page for a reaffirmed loan • Clicking on the “R” icon takes the user to the Reaffirmation History page for the corresponding loan
Reaffirmation • Reaffirmation records display in descending order by Reaffirmation Begin Date • Newsletter #48 details how to use Reaffirmation data on NSLDS Professional Access along with Prescreening and Postscreening codes
Enrollment Reporting Statistics • In March 2015, FSA began an outreach campaign (e-mails and phone calls) to schools that had not yet reported Program-level Enrollment • In July 2015, NSLDS released the Enrollment Reporting Statistics web page • Available to all school-users associated to that school • Generated on the third Wednesday of each month • Designed to emphasize the “completeness” of reporting not just the timeliness
Enrollment Reporting Statistics Warning icons will display under the following conditions: • The school location has, as of the most recent calculation, failed to achieve the minimum threshold for certifying students in its portfolio • The school location is currently late in responding to a roster sent by NSLDS. A late letter has been sent and no roster has been received after the late letter was sent • The school location has failed to achieve the minimum threshold for certification and is currently late responding to a roster
Enrollment Statistics Report The Enrollment Statistics Report (ENLST1) includes information about completeness and quality of the enrollment reporting provided by schools participating in federal student aid.
Loss of Interest Subsidy (150%) LOS is based on Enrollment Reporting by schools to NSLDS.
Loss of Interest Subsidy (150%) • In July 2015, NSLDS implemented functionality to identify borrowers who lost eligibility for interest subsidy on their Direct Subsidized Loans • Inquiries should be submitted online via COD
Perkins Reconciliation Report • Released in July 2015 • Perkins Reconciliation Report (REC005) • Provides school users with an extract file containing information on campus-based loans they currently service • Ad-Hoc Report – one time report delivered to the SAIG mailbox (TG Number) associated with the User ID requesting this report • Scheduled Report – automatically distributed on a monthly basis to a designated SAIG mailbox • Message Class: SCHRECOP
Exit Counseling Spreadsheet Update In October 2015, the Exit Counseling Spreadsheet submittal template was updated to accept both .xls or .xlsx formats • Allows users to upload and submit to 2,500 records/rows of data at a time, with a maximum file size of 1,000 KB • With the new template the NSLDSFAP website allows users to validate data within their Exit Counseling Spreadsheet before submitting to NSLDS • The submittal template is available on http://www.fsadownload.ed.gov
Public Service Loan Forgiveness • NSLDS began displaying the cumulative number of matched months in October 2015 • The PSLF Servicer will begin updating this value weekly in December 2015

FSA ID In May 2015, a Username and Password replaced the Personal Identification Number (PIN) for students, parents, and borrowers to log into NSLDS.
GE Program Tracking • In July 2015, NSLDS released the GE Program Tracking List • Displays a unique list of GE programs and their sources, for an institution • Institutions are required to update the program status

GE Completers List • NSLDS will release the GE Completer’s List very soon • Contains students who have completed a GE program • Draft and Final GE Completers List: • Students and GE Programs as reported to NSLDS by a school • Final GE Completers List: • Updates made by DCAS based on a school’s approved challenge

Year-End Acknowledgement • PDPAs must confirmactive SAIG mailboxes annually or all users in their organization risk losing access • Access to these accounts will be removed if not validated within specified period • Affects access to NSLDS & Title IV aid reporting: • All Online capabilities • NSLDS Batch Services • Enrollment Reporting • Perkins Reporting • TSM/FAH Reporting • eCDRs • Deadline to validate is DECEMBER 11, 2015
Student Eligibility 2016-17 • ISIR and SAR • No new fields • No new codes added to existing fields • Transfer Student Monitoring/Financial Aid History • Updated guide published on November 22, 2015 • Added Reaffirmation Codes
Unusual Enrollment History (UEH) • Updating the logic used to flag students with Unusual Enrollment History • Adding logic to account for students that move from undergraduate studies to graduate studies • Better account for schools that merge from one school code to a new school code • Applicable for 2015-16 and 2016-17 in January 2017 • No new codes or fields added to the ISIR
Website Enhancements • In December 2015, NSLDS will make several enhancements to the Loan information displayed on NSLDSFAP • Changes are applicable to federally-serviced loans only • Changes will be phased in starting in December 2015 through January 2016

Website Enhancements • Repayment Plan will include: • Disclosure Date – date which the servicer distributed the disclosure of repayment terms to the borrower for the loan • 1st Payment Due Date –first payment due following the disclosure date • IDR Plan Anniv. Date – date a borrower will be reevaluated for IDR based on the date when the borrower entered the current IDR plan

Website Enhancements • Discharge Partial/Full Indicator – indicates if the discharge record reported is a partial or a full discharge of the loan • Forgiveness Partial/Full Indicator – indicates if the forgiveness record reported is a partial or a full discharge of the loan
New Income-Driven Repayment Plan Revised Pay As You Earn (REPAYE) – • Available to Direct Loan borrowers • Excludes Parent PLUS and consolidation loans containing a Parent PLUS loan • Payment based on 10% of discretionary income • Forgiveness: • 20 Years - Borrowers with undergraduate loans only • 25 Years - Borrowers with undergraduate and graduate loans or just graduate loans
NSLDSFAP Website Enhancements • Repayment Plan Types: • I5 - Borrowers in REPAYE • J5 - Borrowers that have been removed from REPAYE and currently under a Post-REPAYE-Alternative-Fixed repayment plan
NSLDSFAP Website Enhancements • Forgiveness Types : • R8 - Borrowers eligible for forgiveness under REPAYE for undergrad loans after 20 years • R9 - Borrowers eligible for forgiveness under REPAYE for undergrad and graduate loans, or just graduate loans after 25 years
Borrower Defense • Borrower Defense • Borrowers may be eligible for a Direct Loan discharge if a school commits fraud or violates state law related to their loans or the educational service paid for • New discharge types coming soon

Student Access (SA) Enhancements • Fields to be added to Student Access: • IDR Plan Anniversary Date • Most Recent Payment Effective Date • Cumulative Payment Amount • Current Repayment Plan • PSLF Cumulative Matched Months
Enrollment Reporting Monitoring • Enrollment Reporting Statistics • Focus on roster completion, specifically Percent Certified with Program Enrollment • Statistics are updated the 3rd Wednesday of each month • Available to all school users
Enrollment Reporting Monitoring • Compliance Letters • Escalating letters will be sent for non-compliant schools in early 2016 • Schools who fall below 90% of the portfolio certified with a program will be notified for non-compliance • The 90% threshold is considered minimal and may be increased in the future • Schools who do not improve their performance will be referred to FSA Program Compliance for action after receiving two notifications
Enrollment Reporting Monitoring NSLDS strongly encourages schools to review their enrollment statistics
Enrollment Submittal File Tracking • NSLDS will be releasing the Enrollment Submittal File Tracking page in Spring 2016 to help schools track their Enrollment Files • Will include inbound Enrollment Files and outbound Roster Files
Program-Level Enrollment History • Today, schools can only see the most recent status for each program reported for a student
Program-Level Enrollment History • In Spring 2016, NSLDS will create the ability for schools to view all program history reported for a student
Program-Level Enrollment History • Schools will be able to drill down to individual school certifications for each student
