3 From Board of Education Indicted for Open Meetings Violations A Travis County Grand Jury indicted two current and one former member of the State Board of Education Thursday, alleging the trio violated the state's open meetings law. Board members David Bradley, R-Beaumont, Joe Bernal, D-San Antonio, and former board member Bob Offutt, R-San Antonio, were indicted on a Class B misdemeanor charge in connection with a lunch-time meeting the three had at Katz's Deli with three financial advisors. The three advisors — Joe Alderete, Russell Stein and Brian Borowski — were also indicted Thursday. None of the six were immediately available for comment late Thursday. The three board members were on the board's finance committee, and constituted a quorum of the board at the time of the meeting, Aug. 30, 2000. "This does not signal the end of this investigation," said Travis County Attorney Ken Oden. Oden said the statue of limitations on the alleged violations would have run out Friday, prompting the grand jury to action Thursday, The grand jury has been meeting on the case for the past 18 months. A Class B misdemeanor is punishable by a fine of up to $500 and six months in jail.
