  3. Background • EB Decision • 2007 EB • Long Term Strategy • A priority under LTS is EECCA Action Plan • Expressed interest from countries • New Coordinating Group • Led by the Russian Federation in conjunction with Belarus and Kazakhstan

  4. Background • Model for projects • Elaboration phase • Development of NAP/National Strategy • Implementation phase • Implement NAP/National Strategy and ratification

  5. Secretariat’s Role • Focused upon coordination and facilitation efforts in developing and completing the projects • Consultation meetings • Finances/Grants • Review NAPs • Prepare reports • Coordinating experts • Liaise with government/ministry officials • Ensure accountability

  6. Moldova Project • Financed by Czech Republic • Goal • Implement and ratify the Gothenburg Protocol • Current status • Completing National Action Plan • Secretariat’s role • Approve ToR, administer grants based upon ToR, review documents/expenditures, progress report

  7. Balkans Project • 5 Countries • Albania, Bosnia & Herzegovina, Montenegro, Serbia, the fYR of Macedonia • Financed by the Netherlands • Goal • Implement and ratify the HM Protocol, POPs Protocol and Gothenburg Protocol

Balkans Project • Current status: • Macedonia, Montenegro, Serbia • NAPs completion and entering implementation phase • Albania • Consultation meeting in Tirana on 22-23 April 2010 to kick off elaboration phase • Bosnia & Herzegovina • Developing MoU and ToR for first phase • Mr. Milorad Bijelic (Serbia) will provide details

Balkans Project • Secretariat’s role • 4 Consultation meetings • Belgrade (Kick-off), Skopje (Consultation 1), Podgorica (Consultation 2), Tirana (Kick-off for Albania) • Review NAPs alongside experts • Coordinate expert participation • Focal point for questions/concerns • Liaise with officials

  10. Balkans Project • Secretariat’s Role • Develop Terms of Reference and Memorandums of Understanding • Prepare progress reports for donor country and UNECE • Administer and review grants, financial reports, expenditures, and invoices

Joint Project with the Russian Federation, Belarus & Kazakhstan • In cooperation with SRI Atmosphere in St. Petersburg, Russia • Requesting support to finance this initiative • Mr. Andrey Nedre will present the details • Goal – Implement and ratify the HM Protocol, POPs Protocol and Gothenburg Protocol

  12. Joint Project with the Russian Federation, Belarus & Kazakhstan • Launch event at Permanent Mission of the Russian Federation after today’s session • 18:00 – 20:00 • All WGSR participants are invited

  13. Future Areas of Cooperation • UNECE member countries that have yet to ratify one or more of the last 3 protocols

  14. Secretariat’s Role • Ready to play a coordinating role in the administration of current and future projects • Require financial support and additional resources for these activities
