Proposed General Fund Budget • Budget Highlights: • Total Department Budget 96% Personnel, 4% Operating • 100 % funding for all filled positions, and limited funding for vacant positions • Maintain at current salary levels the City’s contribution of salary supplement for all members of the office • Increase of City’s contribution to retirement, group life, and health care

Major General Fund Expenditure Changes • Salary Supplement of $160,924 in FY14 from CB • $3308 for each ACA (31) $102,548 • 3% increase for staff $21,687 • 2% for ACAs $36,689 • $159,912 for salary increases in FY14 • To retain experienced attorneys to prosecute felonies • To compensate (6) attorneys that are City funded

FY15 Initiatives & Outcomes • Departmental Initiatives that seek to Accomplish Corporate/City Objective of: Improve Quality of Life • Prosecution of criminal cases – FY’14 $5,386,653 (GF) • Homicides • Narcotics • Aggravated assaults • Robberies • Sexual assaults • Burglaries • Economic crimes • Exile gun offenses • Gang offenses • Juvenile and Domestic Relations • Special team of veteran lawyers to handle juvenile & domestic violence

FY15 Grant Revenue Funds & Descriptions • Victim/Witness Services $482,851 • Provides judicial advocacy, court accompaniment, case management, follow-up services, information and referral assistance for victims and witness to crime. It helps the witnesses and victims in dealing with the criminal justice system while improving the efficiency of the criminal justice process to increase the number of successful prosecutions. • The grant awarded in the amount of $354,563 includes a $128,288 cash match . The funds will allow the Victim-Witness Program to continue to provide comprehensive information and assistance to victims and witnesses of crime in accordance with the Virginia Crime Victim and Witness Rights Act.

FY15 Special Revenue Funds & Descriptions • Federal Asset Forfeiture Fund $86,000 • This fund was established to permit the Richmond Commonwealth Attorney’s Office to participate in the United States Justice Program to share assets seized as a result of investigations of drug related crimes. Funds are distributed on a percentage basis to the Richmond Commonwealth Attorney’s Office, federal law enforcement and any other local or state agencies participating in the investigations.

FY15 Special Revenue Funds & Descriptions • State Asset Forfeiture Fund $75,000 • This fund was established to permit the Richmond Commonwealth’s Attorney Office to participate in the Virginia Department of Criminal Justice Services’ program to share assets seized as a result of investigations of drug related crimes. Funds are distributed on a percentage basis to local or state agencies involved in the investigations. These funds are used to finance training and certain alternative program initiatives.

  10. Budget Challenges/Issues • Our personnel budget continues to be inadequate to retain qualified and experienced attorneys. Our success in the courtroom is only as good as the attorneys we can secure and retain.
