2. The Operational Integration and Analysis Directorate (OIAD) Purpose:
Serve as the voice of the operator to ensure that capability gaps are addressed in the most effective and efficient way.
Provide decision support to CBP Executive Leadership and ensure that technology meets mission needs.
Responsibilities:
4. Urgent and Compelling Requirement Purpose and Definition
Operational requirements occasionally arise that are life- or mission-threatening needs, based on unforeseen factors, that must be resolved in days, weeks or months.
These Urgent and Compelling Requirements cannot, or should not, be addressed by a single component alone and cannot be addressed within the normal OTIA development cycle. As a result, a process must be put in place for OTIA to deal with the UCR and to facilitate the rapid procurement of technology solutions.
This process is not intended to replace the existing OTIA requirements generation process but rather to accelerate the process of fielding readily available systems to satisfy urgent and compelling needs.

Deliver innovative technologies for test and evaluation in the field
Test multiple technologies in various environments
Improves and expands the OTIA capability portfolio
