  3. Agenda • Overview of current system • Benefits and Challenges experienced with current system • New system – Effective in coming weeks

Current System • ADs and CPs initiate background check requests • ADs and CPs make a preliminary hiring decision • ADs and CPs submit requests to BCU • BCU reviews request and either performs fitness determination or sends LEDS to AD to make the fitness determination • ADs and CPs take appropriate action based on final fitness determination • ADs and CPs partner with BCU to ensure compliance and continued safety and security practices

  5. Benefits of Current System • Ability to hire on a preliminary basis based on disclosed criminal history • In the past, turn around times from BCU were too long to support operational needs. • AD’s knowledge of the SI’s duties and the nexus of their history to them

  6. Challenges experienced with current system • Security • 3 Security incidents in past 6 months. LEDS was compromised. • Based on a paper process. Full CRIMS implementation begins 2/20 • Consistency in fitness determinations • Arduous certification process that doesn’t meet everyone’s needs • Turn around times from BCU are more reasonable, especially with the implementation of CRIMS • Ongoing training and support for BCU staff has increased position knowledge.

  7. New system • Centralize fitness determination in BCU for greater security and efficiency, and consistent access to abuse, court and police records. • Status of ADs and CPs updated to Qualified Entity Designee (QED) • Maintain partnership with all QEDs

Benefits of New System • Addresses security vulnerabilities. • Will result in quicker, overall turn around times due to reduction in motion and transportation. • Consistency in process and practice. • Consistent access to information such as police reports, court records, etc. • Decreased need for storage space. • Allows staff currently dedicated to fitness determinations more time to dedicate to QE’s mission critical functions. • Increased Safety: As CRIMS rolls out, beginning 2/20, BCU will see records more quickly than with the paper process. This will allow potential risk to be mitigated more quickly.

  9. Details of New System • Overview of QEDs role: • Request background checks • Respond to information requests from BCU • Be a partner to BCU and the SI through the background check process. • Take appropriate actions based on final fitness determination.

  10. Details of New System • Certification: • Simplified. Will cover when to request background checks, how to request the check (CRIMS), how to respond to requests from BCU and how to respond to final fitness determinations. • CJIS clearance will no longer be necessary once existing records purged.

Details of New System • Hiring on a Preliminary Basis: • Not based on potentially disqualifying disclosures. • May hire on a preliminary basis if no disclosed adverse history within past 5 years. • Safety: As CRIMS rolls out, beginning 2/20, BCU will see records more quickly than with the paper process. This will allow potential risk to be mitigated more quickly.
