Definition/ where we are coming from From the Health perspective- A diagnostic procedure is an examination to identify an individual's specific areas of weakness and strength in order determine a condition, disease or illness. From the organisational perspective-Diagnostics are gathered to help organisationsbetter understand their skills, abilities, and interests to facilitate the reengineering process
Resource mobilisation perspective it would imply taking stock of the existing resources mobilisation • Process • Amounts • Who is involved for solicitation • Who is involved for granting- (# donors)
Funding Sources • Government subvention • Government support through the Presidential Initiative • Bilateral support from Northern Governments • Support from Foundations and other donor agencies • Tuition and other fees • Service based revenue/ Space rentals
Characteristics • Bulk of resource from government and tuition • Fragmentation in access and usage • Delinked from university processes-strategic plan
Internal Weaknesses Process oriented • Un-coordinated solicitation process • Inadequate incentives for resource mobilisation • Weak Information Management systems • Data capture • Inadequate reporting structures
Internal Weakness Human resource Capacity • Resource mobilisation capacities not documented- no clear human resource capacity mapping • Inadequate dissemination of resource mobilisation capacity • Training not translated into resources mobilised/ uncoordinated training • Over concentration in some units/departments • Over reliance on traditional modes of resource mobilisationie proposals writing predominantly for research grants targeting conventional donors
