Agency of the Republic of Kazakhstan on Statistics The new Law on State statistics of the Republic of Kazakhstan wasenacted on Marсh 2010 Main innovations provided by the law: • administrative data used for Statistics; • compulsory use of classifiers by state agencies in their activity; • secured confidentiality guarantees for the primary statistical information; • administrative responsibility is specified for the breached order of the administrative data presentation, • primary statistical data collection according to the statistical form which is not approved and agreed; • nonintervention to work of statistics bodies. Strategic plan of the Agency for 2011-2015 Main line of activity - • to Improve quality of the submitted information Objectives: 1. Improve statistical methodology and toolkit. 2. Elaborate, introduce and develop information systems. 3. Improve provision of users with statistical information.

  6. Elaborate, introduce and develop information systems Integration withinformation systems of other state agencies helps to: • Reduce load on responders; • Exclude of double indicators anddivergence; • Get additional information to improve quality of statistical data.

Elaborate, introduce and develop information systems Data collection on-lineIS Aimed toreduce load on responders • Advantages: • reduced financial, labor, transport andtemporary expenditures of the responders; • eliminated administrative barriers; • reduced risk of errors during data input; • possible choice of necessary items from directories • and classifiers. • from July of the current year 65 statistical forms are switched to online mode; • + 55 statistical forms - in 2013.

Improve provision of users with statistical information Taldau information analysis system Interface convenient to work with DB ofaggregated indicators, containing over 2000 indicators presented in dynamics and bydifferent sections. Advantages: • statistical information available to • all users at any convenient time; • convenient indicator retrieval system; • possibility to construct tables, charts, maps,graphs from the necessary indicators; • possibility for every user to open personal account , which allows to store and automatically update statistical information; • possibility to carry out analysis ofstatisticalindicators.

  9. Improve provision of users with statistical information Visitors of Internet-resource over 524 000 visits are registered as of November 1, 2012, this is 5 times more, than in 2009. 2014– 800 000 2013– 700 000

Elaborate, introduce and develop information systems Advantage of the created integrated information analysis environment of the state agencies: • Data in ACAP* is received from onesource– ASRK; • Data of the state agencies are available to all users at one place–TaldauIAS at any time; • All data and processes are standardized (classification maintenance; process of data generation; data transmission format); • Process automation (transparency, minimized errors); • Different tools for data analysis; • Convenient data visualization (maps, graphs, charts); • historical series (storage base); • Introduction of meta description (data on data), this will improve understanding and interpretation of indicators. • * Analytical complex of the Administration of the President

Agency of the Republic of Kazakhstan on Statistics Improve statistical methodology and toolkit • Annual plan of statistical work, which consists of 270 statistical observations and 417 works, is • under implementation • 143 statistical forms are improved during 2011-2012; • 20 new statistical methods are improved and developed; • Plan for SNA 2008 introduction is under implementation ; • Weekly monitoring of prices for socially important products is introduced according to the • list, approved by the government sinceFebruary1, 2011 ; • Monthly observation of the mutual trade statistics with member-countries of the Customs Union • is introduces sinceJuly 1, 2011; • Survey on the position of women and children was carried out jointly with the UNICEF • (MICS-4) and report was presented in the Senate of the Parliament of the Republic of • Kazakhstan; • Survey of crime rate and fixation of its results under the order of the Security Council of • Kazakhstan is almost completed; • Implementation of the “KazStat” project on the enhancement of the statistical system • efficiency, including the improvement of statistical methodology was launched jointly with the • World Bank • *Multiple Indicator Cluster Survey

Agency of the Republic of Kazakhstan on Statistics KAZSTAT: “STRENGTHENING THE NATIONAL STATISTICAL SYSTEM OF KAZAKHSTAN PROJECT” jointly with the World Bank For the moment the Agency has signed the contract with Consortium Destatis (Statistical offices of Czech Republic, Finland, Germany, Russia, Slovakia, and South Korea) Aim To enhance the efficiency of the Kazakhstan statistical system Goals To improve coordination of statistical work between state bodies Introduce progressive informative-communication technologies Improve workforce capacity Introduce international standards and methodology Improve work with users and responders • reduced quantity of reports up to 15%; • reduced time spent by enterprise to fill up forms of statistical reporting by 40%; • users’ complacency with the quality of statistical data up to 80%. Expected results Law on the ratification of the agreement on loan of the Republic of Kazakhstan is signed on December 27, 2011.

Agency of the Republic of Kazakhstan on Statistics Base lines in the improvement of state statistics : • Statistical methodology according to the international standards will be further improved to improve quality of the statistical information andincrease users’ confidence, , including under the implemented KazStat project joint with the World Bank; • Implementation of the project of the creation and development of the integrated information system “е-Statistics” will be kept and integration with data systems of other state agencies will be implemented to reduce load on responders, increase efficiency of the statistical data collection and processing and quality of statistics; • Within the framework of increase of availability of the departmental statistical indicators, information analysis system of state agencies will be created and distribution of departmental statistical indicators on the site of the Agency in Taldau IAS will be automated.
