Rainfall in Rajasthan,2004 • Average rainfall of the State is 575 MM. • The normal date of onset of monsoon is June 18, this year June 18. • The total rain upto Sept. 2004 is (484.7 mm) which is (–12% ) less than the normal rainfall (547.8 mm). • Rain has been scattered & erratic in most of the Districts. • Prolonged dry spell -ranging from 16 to 30days during month of June & July.

Major Achievements 2004-05 • As per Department estimate, record production of Rape Seed & Mustard (34.96 lac MT) achieved. • Against last year’s achievement of 40 thousands tonnes Gypsum for soil reclamation and Nutrients, about 90 thousands Gypsum distributed, which is a record. Soil reclamation programme could have been implanted because State Government has provided differential assistance of 25% to farmers from its own resources. • 5.53 lac qtls. of certified and improved seeds were distributed, which is a record.

Thrust Area of the State • Emphasis on water management by increased installation of Sprinkler sets, Drips, Diggi cum sprinkler, Piped water conveyance. • Improved / certified Seed:Doubbling in use of certified / improved Seed in coming five years. • More effective extension system. • Improving Soil Health through increased use of Gypsum for land reclamation & as nutrient in oilseed and pulses. • IPM & Plant Protection • Strengthening of Agriculture Infrastructure. • Creation of soil testing facility at each District by establishment of Soil Testing laboratory. • Two new Seed Testing laboratory & creation of GOT facility. • New fertilizer / pesticides analysis laboratories & creation of residual testing facility. • Establishment of 2 ATCs • Enhanced & focused R &D support. • Improving Soil Health through increased use of Gypsum for land reclamation & as nutrient in oilseed and pulses. • Promotion to Organic Farming and Hi-tech Farming. • Agro-climatic zone wise crop production planning.

New Initiatives • Private Markets of Vegetables and Citrus i.e. License to ITC etc. • International Fruits/Vegetable market at Muhana near Jaipur • Electronic Weiing Bridges • Agri- Export Zones • Criander - kota, Jhalawar, Baran • Cumin – Jodhpur, Pali, Nagaur, Jalore • Product specific Mandies • Sojat - Mehandi • Ajmer – Flowers (Rose) • Chomu- Vegetables • 15 State Horticulture Mission being established

Present ScenarioSalient Features 66% population depends on agriculture and AH They contribute 28% to SDP at current prices However, agriculture in the State is primarily rainfed (70%) Rajasthan has 10.5% area of the country Supports 5.5% of human population 10% of cattle only 1% of water resources of country Water share for irrigation : 83%

  18. SEED PLAN • As per GOI norms, seed of 25% of the self pollinated and 33% of cross pollinated crops, seed in 43.04 lac ha. area is to replaced every year. • Quality of seed required for 11.4 lac qtls replacement of seed . • At present seed distribution 5-53 lac qtls . • Seed distribution level of 11.48 lac qtls would be achieved during next 5 years.

  19. Status of Quarantine Facilities • Availability of Land:- 1 ha land is available in the premises of ARS, Durgapura, Jaipur • Availability of Building:- 5 rooms in separate block of IPM labs are available. • Availability of Equipments and their requirements:- Presently, equipments are not available, therefore, Government of India may kindly, provide Rs. 393.00 lacs for equipments.

  20. SUGGESTION FOR IMPROVING KHARIF PRODUCTION • Timely supply of inputs specially certified seed in remote area for increasing SRR. • Effective implementation of crop contingency plan according to agro climatic zones & adverse weather condition. • Effective implementation of IPM technology. • Improving soil health through balanced and integrated use fertilizers specially use of Gypsum in Oilseeds and Pulses. • Life Saving Irrigation through sprinklers / harvested rain water. • For effective implementation of CSS, automatic revalidation of unspent balance and release of CSSs in two equal installment before commencement of crop season. • Timely release of canal water specially in IGNP and Gang Bhakra canal during Kharif season.

  21. Issues for consideration of Govt. of India • Release of Rs. 1360.00 lac under Macro Management of Agriculture for the year 2004-05. • Restoring Level Of Subsidy Under Macro Management Work Plan 50% from 25%.. • Inclusion of DDP Blocks under the scheme " Enhancing Sustainability of Dryland Rainfed Farming System underMacro Management of Agriculture“. • Full Flexibility Under ISOPOM & Work Plan as per need of the State. • Allowing PVC pipe lines for subsidy under ISOPOM. • Enhancing Cost of Bio Agents from Rs. 430 to Rs. 800 under ISOPOM. • Declaring Minimum Support Price (MSP) for Guar, Moth, Coriander, Cumin, Isabgol and Methi. • Increase in EC allocation of Urea from 4.8 lac MT to 5.5 lac MT. • Sanction of Rs. 393.00 lac to create Residual Analysis facilities in existing State level Pesticide Testing lab at Durgapura, Jaipur. • Sanction of Rs. 500.00 lacs for Alternate Extension, IT enabled Extension, & Extension through used of Radio and Doordarshan.
