Different approaches to quality assurance policies • Approaches focusing on quality of the institutional process (based on improving the training institution and the training delivery mechanisms) • Approaches focusing on quality of training programmes (accreditation or certification of training programmes) • Approaches focusing on the quality of outcomes -evaluating the outcomes in terms of competences demonstrated by individuals

Training quality factors • Training quality = quality of all training components • Training needs assessment • Process of curricula development & training materials • Selection of trainers & capacity building • Training facilities & timing • Selection of participants (trainees) • Training evaluation & ppossibilities to implement the learned new approaches at the work place

Albanian experience • Training needs assessment: • Organisational level: performance appraisal interviews + training plans • Central level: annual training priorities • Process of curricula & training materials development • Design of training within a working group comprising members with expertise in both designing training programmes and in the technical field • Involving client organizations • Piloting training programmes • Approving of selected training programmes

What we are doing in TIPA? • 1.Undertake individual quality assessment (using CAF) • 2.Build consensus among TIPA’s staff members • 3.Use results of CAF • To get information on quality improvement needs • To identify & prioritise improvement actions • To develop and implement an improvement plan • To monitor progress and repeat the assessment

Albanian perspective • TIPA is focusing on improving the quality of its internal processes and procedures(improving its institutional and training delivery mechanisms) • Further consideration is needed to identify: • The cases when the accreditation or certification of training programmes should be applied • How to improve training needs identification process? • How to implement the evaluation of training outcomes (the extent to which the trainees improved their performance as a result of applying the learned knowledge and skills) ? • How to improve feedback mechanisms between TIPA and its clients ? • How to increase public organizations’ and their management interest in the evaluation and validation of the training and learning?
