    3. BEFORE YOU START AN INVESTIGATION… Identify the need to investigate. Stop and ask: “Is an investigation necessary?” Takes you away from normal day’s activities.

    4. INVESTIGATIONS MAY BE TRIGGERED BY: A formal complaint or grievance. “This isn’t a complaint” report or statement. Unexplained changes in behavior, morale, or productivity. Theft suspicions or inventory losses.

    5. INVESTIGATIONS MAY BE TRIGGERED BY: Suspicion of misconduct Rumors Administrative agency inquiry (EEOC) Receipt of a lawsuit

    6. INVESTIGATIONS MAY BE TRIGGERED BY: Drug or alcohol use suspicions Safety concerns, including workplace violence Harm to property or others Violation of county policy

    7. 10 VITAL STEPS: PREPARING FOR AN INVESTIGATION

    8. STEP 1: DETERMINE THE GOALS OF THE INVESTIGATION Determine if the allegations occurred. Get the facts for decision-making by management. Develop a written record to justify the decision/action taken.

    9. STEP 1: DETERMINE THE GOALS OF THE INVESTIGATION Revealing employee conduct. Identifing employees violating policy or law. Stopping or identifying criminal activity. Preventing governmental investigations.

    10. STEP 1: DETERMINE THE GOALS OF THE INVESTIGATION Preventing/curtailing adverse publicity. Avoiding litigation costs. Limiting county liability. Minimizing individual liability.

    11. STEP 2: DETERMINE THE POSSIBLE RISKS & POTENTIAL DISADVANTAGES OF AN INVESTIGATION Uncertainty of what can be uncovered. Adverse publicity Evidence that could be used against the County. Lack of control (Pandora’s Box Syndrome) Cost

    12. STEP 3: SELECT THE RIGHT INVESTIGATOR First Consideration: Skill Level Relationships to any of the parties of the investigation. If yes – not the guy for you! Might not work for your county.
