EcoMobility Scheme to Incentivize Energy-Efficient Transport EcoMobility SHIFT IEE/09/924/SI2.558318 – EcoMobility SHIFT01.06.2010 – 31.05.2013
EcoMobility • EcoMobility is an integrated form of sustainable mobility that combines the use of non-motorized means of transport such as walking and cycling with the use of public transport, and allows people to meet their daily mobility needs without relying on privately owned motor vehicles.
EcoMobility • The labeling scheme will set criteria for the EcoMobility “friendliness” of a city and its efforts to promote inter-modality. • Underlying the labeling scheme will be a quality management system to help cities analyze, understand and improve their processes to continually ameliorate their performance and work towards the highest standards of EcoMobility. • This scheme shall stimulate the adoption of sustainable transportation and urban planning policies at the city level.
EcoMobility • The EcoMobility Scheme to Incentivize Energy-Efficient Transport will provide local governments with a high-quality and trustworthy certification scheme that is able to recognize EcoMobility friendly cities, including its neighborhoods and facilities. Long-term GOALS • Support and promote EcoMobility behavior (the adoption of sustainable means of transportation such as walking, cycling, wheeling and use of public transports) and reduce reliance on cars; • Stimulate the set-up of EcoMobility related infrastructure and services; • Lower transportation related greenhouse gas emissions and pollution, and promote energy efficiency; • Higher traffic safety, particularly for pedestrians and cyclists; • Promote an urban planning supporting EcoMobility; • Raise citizens’ quality of life and health.
OPERATIONAL RESULTS • Define and test a certification scheme aiming at distinguishing cities according to their EcoMobility friendliness which consists of: • a labeling scheme; • a quality management system; and • auditing procedures; • Train a group of auditors capable of applying the certification scheme; • Develop the necessary organizational capacities to manage the certification system; • Provide the public, particularly policy-makers, with EcoMobility information that can help achieve the desired long-term goals.
main steps • Define labeling criteria to assess the EcoMobility friendliness of European cities; • Establish a quality management system to help cities monitoring and continuously improving their EcoMobility policies; • Develop audit procedures capable of evaluating a city against a set of EcoMobility criteria and attribute, if appropriate, the corresponding label;
main steps • Test the labeling scheme and the quality management system by four pilot audits in the cities of Burgas (Bulgaria), Miskolc (Hungary), Lund (Sweden), East Dunbartonshire (UK), and Turnhout (Belgium); • Publish a manual about the certification scheme and detailing the audit procedures; • Perform various dissemination activities, including the set-up of a website, the preparation of press releases, the participation at special events, and the publication of two brochures.
