MyOcean & its Follow-On • Conditions for MyOcean / MCS sustainability • A medium/long term governance & funding scheme should be in place by 2012 • EC proposal for a GMES Initial Operation regulation under discussion by the EU Council & Parliament • Work Programme for funding beyond 2011 to be decided by end 2010 • MyOcean Board is analysing with European Commission & other stakeholders the possible options for the MCS provision • MyOcean / MCS user uptake • Relevance of Core Service concept implies implementation of downstream services based on core service information • Economies of scale for downstream sector induced by public investment in core services & related observation infrastructure • Downstream services should be developed/improved from now to be operational in the medium-term
The Marine Core Service concept • GMES Core Service concept elaborated for/from the Marine Service • Main drivers • “Political”: EU can only govern & fund “multi-purpose European” services • European added-value through a common basis • Data policy: open (free access) to products/information included in the GMES Service catalogue • Downstream services (national/regional & private) are not GMES Services • Specific case: feeding of other GMES Services or European organisations (eg EEA, EMSA…) • Technical • GMES Services provide generic information: single product line • Customisation for specific use/users not considered by GMES
Implications • Major role of intermediate users • Need for user federation, e.g. through the (4) MyOcean application areas, • for conveying common requirements/demands • especially at the interface between MyOcean/MCS & downstream services
