Introduction • Participation in the ECO Stars scheme is intended to facilitate improvements in the environmental performance of vehicle fleets in the South Yorkshire area. • The Environmental Evaluation uses two ‘case study’ fleets to examine the trajectory of environmental progress made through participation in the scheme: • Clipper Logistics • Doncaster Council • This evaluation focuses on the environmental progress seen as a result of the fleet review and replacement policies and practices in place within each of these two fleets. • Note that other measures within the ECO stars programme, such as fuel management, driving training and anti-idling measures, will also help to reduce emissions.
Environmental Impacts • Two of the main environmental impacts of road traffic are: • the impacts of toxic pollutants on local air quality; and • the contribution of greenhouse gas emissions to climate change. • Air Quality: Air quality is determined by measuring the type and quantity of different pollutants in the air. The UK National Air Quality Strategy sets limits for the quantity of a number of pollutants, known as air quality objectives. Most exceedences of these air quality objectives are due to emissions from traffic of the pollutants nitrogen dioxide (NO2) and particulates (PM10). • Climate Change: The Climate Change Act 2008 sets targets for UK carbon emissions, and in working towards achieving these there is likely to be an increasingly greater policy emphasis on carbon reduction.
Methodology • Two ‘case study’ fleets were used to examine the trajectory of environmental progress made through participation in the scheme. • The fleet profile for four years was examined: • At registration – the data provided when initially registering with the scheme. • Start 2010 – the current profile of the fleet registered with the scheme. • Start 2011 – the predicted profile of the scheme in the first quarter. • Start 2012 – the predicted profile of the scheme in the first quarter. • The fleet information was analysed to identify the types and numbers of vehicles complying with each vehicle emission standard - known as Euro standards, and consequently the emissions.
Clipper Logistics - fleet The Clipper fleet is made up of a small number of heavy vehicles which each travel large distances each year.
Doncaster Council - fleet The Doncaster fleet is made up of a large number of vehicles, predominantly light and medium vans, with some HGVs and specialist vehicles, which travel small distances in the local area.
Conclusions • Proactive fleet renewal can have a significant impact on reducing levels of toxic emissions within a relatively short timescale - both fleets show a significant reduction in the percentage of toxic emissions – with reductions of up to 75% for PM10 and 50% for NOx. • Focussing on the most heavily polluting vehicles (HGVs) can yield high levels of emissions benefit - for toxic emissions the percentage and total reductions were more significant for the Clipper Logistics fleet. • Fleet renewal did not show the same benefits for the reduction of CO2 emissions, with only a small (3-5%) reduction in emissions seen over the four years. This is because progressive reduction in CO2 emissions was not incorporated into the Euro emissions standards in the same way as for toxic pollutant emissions. It should be noted, however, that the ECO Stars scheme also includes other measures to improve environmental performance by reducing fuel consumption and, by extension, CO2.
