Regional Lifelong Learning & Literacy Campaign • Rationale: Literacy is a key part of DOL proposal & Implementation Plan (Social Resources) plus CRGP, D&HS and FSU/UNC-P study findings & recommendations – our region’s ‘Achilles’ heel’ • Support services and resources unequally distributed among counties (especially outside of Cumberland) • Critical skills and income creator especially for rural residents; also decrease drop-out rate and achievement gap in schools • Ties in with other regional efforts such as i3D, enhanced tech classes, distributed learning network, PipelineNC, STEM, Kenan Fellows, Real Game, etc.

  4. Regional Lifelong Learning & Literacy Campaign • Solution: Need to create attitude & behavior change and build a regional campaign around education and skills, Pre-k - Gray • Connect and empower existing entities and expertise in strategic ways for each community and the region • “LLL” is a regional communication and skills-building and workforce/economic development approach • Involves co-lead WDBs, literacy councils, community college programs, community- based organizations, employers, etc. • Includes publicizing key info on security clearance awareness

Security Clearance Awareness Required for wide range of jobs, not just DoD Project SCOPE (Security Clearance Overview and Preparation Education) in MD http://www.project-scope.org/ Targets Students/ Parents/Educators and Business Mentors 7th, 9th, and 11th grades Includes curricula and speakers bureau Can use their materials and ideas with youth (& adults) Regional Educational Gaps

  6. ‘L3’ Goals and Outcomes • Reach those missing out on being qualified for 21st Century jobs. • Improve attitudes and behaviors about the value of literacy, security clearance, and education & skills training to achieve prosperity. • Increase use and awareness of literacy, education, STEM, CRC, Con Ed and career & technical training in the 11-county BRAC region. • Increase use of PipelineNC.com career & education planning tools. • Brand Fort Bragg Region as the leader in building a literate, qualified, motivated workforce. • Provide tools for: 1) economic development, 2) workforce development, 3) business, 4) education, 5) literacy, 6) government, and 7) philanthropic organizations to promote local literacy, lifelong learning and formal education assets. • Emphasize role of regional and statewide organizations and financing.
