Integration of young people with handicap into the primary job market – an occupational therapy perspective Dreihann-Holenia, Ehrlich, Ta
How did we come up with our project? • How do individuals get equal within their opportunities? • independence and autonomy • How do the goals of OT - independence and autonomy - help individuals get equal opportunities? • by helping them to find a place in society, e.g. finding a job • To whom are equal opportunities of an importance? • to all individual with a handicap • Where do we find the most effective approach to interfere? • the adolescence
This brought us to our question: • How does the integration of young people with handicap into the primary job market looks like and is there an assignment in Occupational Therapy?
Facts to the recent situation in Austria • 1 940 young people took part in an integrative professional training during the year of 2005 • 9% of them were diagnosed with a handicap • FSW: … is the co-ordinator and promoter of special work areas: creation of independence and autonomy
Definition: The Fond of Social Affairs in Vienna (FSW) • It’s an organisation that currently operates eight health care and social senses in different regions of Vienna, dealing with all persons in need such as: people with handicaps, old people and on the whole people who need social support
Methods: • Research on literature • Statistics Research • Qualitative interviews
Process for a handicapped adolescent to become a skilled worker • pupils with …special educational promotion need, negative graduation marks or other difficulties in finding a job and getting professional training • they go to the FSW • FSW places them in an apprenticeship training program • These apprenticeship training programs carry out the Clearing Process • Allocation to the apprenticeship training position depending on ressources and abilities • Start of the apprenticeship
Definition: Clearing process • Is currently performed by social workers • first contact with the adolescent • performing a strength/weakness analysis • pointing out the apprenticeship perspectives and clarifying a possible training need • defining the occupational orientation
Definition: Clearing process • networking with different institutions eventually creating the mechanism of a support circle with relatives, friends and professional advisors => pin down the abilities of the young person as well as the appropriate framework • establishing a development plan with short, middle and long-term perspectives • Ending with a handover and a closing meeting to the further apprenticeship training program
Results and discussion • trick and pivot element: the Clearing process • two steps: 1. completion of the individual steps within clearing2. formulating of the goals • steps are similar to the concept of the occupational therapy rules => assessment This is exactly the point were we meet our professional counterparts with whom we can maximise our collaboration in the light of these findings.
Results an Discussion • What are the opportunities that an occupational therapist can offer? Holistic approach on the adolescent through its various models e.g.: OPM (A)
Opportunies of OTs • Focus on: working capacity AND Occupational performance concerning job organisation • Bottom up: Assessment of the available resources and abilities of the adolescent • Top down: comparing the favored performance role with the needed resources and abilities • diagnosed findings: can serve as future guidelines • great importance: the response of the adolescent
OT Clearing goals • professional orientation and training • stabilisation and personality development => key position in the integration of…
Conclusion/Request • the establishment of an institutional network of:instructorsOTssocial workersparents job market service (AMS) social services department (BASB) enterprisesother organisations … dealing with projects and making arrangements concerning handicapped persons
Proposal • … a closer co-operation with students of OT as well as students of social work in the form of a work experience or a project during the course of the studies!
