ICT Provision in Councils fundamentally changed for many members over last 5 years. • Partnerships for ICT Delivery used to be only with Private Sector Partners “Traditional Outsource Contracts”. • Public/Public Partnerships “Shared Service” now increasingly common in this Region. • Most Partnerships still based around County structures (although not exclusively). The New Face of ICT Delivery in the Region

East Midlands Region contains • 5 County Councils • 4 Unitary Councils (3 Cities & Rutland) • 36 District Councils • At least 31 out of 45 Councils are in some sort of Partnership to deliver ICT (fully or in part) • Only 3 are fully outsourced to the Private Sector • 4 are partially outsourced • 10 have fully shared ICT services • 17 have partially shared services (inc. 3 of the 4 who are partially outsourced with the Private Sector) Regional Background

Are Partnerships going to be a major factor in ICT Delivery in the Future • Well at least 31/45 (69%) of you think so (probably even more given remainder didn’t respond to our survey). • Do Partnerships need to be County based • Clearly they don’t, but partnerships appear more likely between Councils who meet within County based groups. • Does the Private Sector need to be involved? • Clearly they don’t, but there are at least 7 Councils who think they have a role at present. • Is anyone sharing services with a Third Sector client? • Not on the face of it from the answers received. What does this tell us?

If you’re not partnered up already, perhaps start discussions with those who are? • If you’re looking for further savings look outside of immediate neighbours and County group, distance for ICT is less of an issue than many service areas. • Attend more meetings like this one! Finding out what’s going on “on the other side of the hill” is part of the role. • Bring along your more junior staff and get them involved with discussions with their peers in the region.
