Without the proper level of enforcement of all posted parking regulations, the use of on-street parking by other than short-term users will occur and result in a lack of available on-street parking and off-street facilities being underutilized…”

Parking Study Desman Associates further recommended that the City add two full-time and one part-time parking enforcement officers (at the time of the study, the City employed two part-time parking enforcement officers) at a minimum cost for the additional staff of $45,000 annually. In addition to increased staffing, Desman also recommended that the City purchase handheld citation-issuance devices and software at a cost of $40,000 to $100,000…
Parking Study In 2006, then Assistant City Manager Bev Cameron began researching parking enforcement alternatives and found a new technology being marketed under the name “autoChalk”. The start up cost of autoChalk was $75,000 and approximately $25,000 for a new hybrid vehicle. The five-year projected cost of autoChalk for maintenance and replacement equipment was an additional $50,000… Desman recommendations for increased staffing coupled with the purchase of handheld devices had estimated costs over five years that were nearly double that of the autoChalk technology…
Parking autoChalk was implemented as a compliance tool, not a revenue tool.
