The problem is the lack of documentation workflow to manage the municipality
The problem is that the community does not participate in the process of rule-making of the municipalities
Objectives of the Good Practice Improving the document flow system of the municipalities in accordance with present requirements to provide qualitative and effective services to the population as well as involvement of local community in the rule-making process.
Strategy used to achieve the above objectives • To identify the main problems of the documentation workflow and rule-making processes of the municipalities; • To develop recommendations on solving the problem regarding documentation workflow and rule-making processes of the municipalities; • To develop mechanisms of community involvement in the rule-making process of the municipalities; • To increase the professional level of municipal staff.
Innovative aspects of the Good Practice Research and analysis of existing processes of documentation workflow and rule-making of rural municipalities run for the first time
Results of your Good Practice • Training module on the subject “Documentation workflow of municipality management” was worked out; • Coordinated document – “Nomenclature of rural municipality issues” was worked out; • The potential of 85 municipality officials of Batken oblast was increased; • The local community involvement in rule-making processes
Problems encountered • Lack of knowledge and skills of municipal officials and unwillingness to step away from old habits; • Legal nihilism among rural municipalities; • Lack of techniques and finance of municipal officials; • There is no legal statutory act regulating the process of municipal rule-making, etc.
Sustainability of the Good Practice • Rural municipalities are interested in this activity. • Such kinds of activities are to be held by the government. In our case, if UNDP will work up a practical program and booklet on documentation workflow and rule-making of municipalities, the national agency on local government may take the responsibility for holding such kind of Good Practices .
Replicability of the Good Practice in other country context • Invite colleagues to visit to the institution/site of the good practice ; • Visit the interested COs and directly share with them my expertise/experience.
