    4. 4 Purpose: Congress established the M-P program in 1991. The program provides incentives to major defense contractors to furnish small disadvantaged business (SDB) concerns with developmental assistance to increase SDB participation in federal procurement contracts. Incentives exist as direct reimbursement or credit against SDB goals.

    5. 5 Incentives: Reimbursement of costs: The program allows the Mentor to be reimbursed for cost of providing developmental assistance to the Protégé in the area of engineering, and technical matters, other forms of assistance designed to develop capabilities, and limited general business management Types Of Reimbursements: Direct Costs Indirect Costs Credit against SDB Goals
