2. Legislative Update Virginia’s Recycling Markets Development Council eliminated effective July 1, 2011. Virginia Department of Environmental Quality, Virginia Department of Business Assistance to continue working to encourage growth of recycling in the Commonwealth.
Virginia’s Tire Recycling Fee reduced from $1 per each new tire sold to $0.50 effective July 1, 2011. Extra $0.50 was used for tire pile cleanup projects.
3. Legislative Update Plastic bag bills proposed in 2011 did not reach the floor for a vote.
4. Regulatory Update Amendment 7 of the Solid Waste Management Regulations approved.
Provided some regulatory relief to composting operations
Basic updates based upon Federal regulations
Areas of the regulation were updated for easier reading and access
5. DEQ Update Allan Lassiter, Waste Tire Program Manager, retired in early 2011.
Steve Coe assumed responsibilities related to the WTMP.
Virginia Solid Waste Information and Assessment (SWIA) report just issued.
Total Solid Waste and MSW (Virginia generated) decreased in 2010.
C&D material (Virginia generated) increased in 2010.
6. DEQ Update Total Solid Waste and C&D from out-of-state increased in 2010.
MSW from out-of-state decreased in 2010.
Landfill Capacity: At current rates,
the remaining available landfill capacity is as follows: MSW – 20.3 years; CDD – 20.5 years;
non-captive industrial – 7.1 years.
These projections do not account for population increases, changes in waste generation or disposal rates, or the closing of older MSW disposal units pursuant to statute.
7. DEQ Update Recycling and Waste Tire Management Program moved to the Waste Division
Waste Division name changed to the Division of Land Protection & Revitalization
8. Recycling Update 2010 locality/solid waste planning unit Recycling Rate Reports were due by April 30, 2011.

10. Recycling News Keep Virginia Beautiful is promoting plastic bag recycling through “A Bag’s Life” video/message and outreach.
1,160 Recycling Bins provided by Alcoa/SERDC in 2010 were distributed to SW Virginia and Hanover County schools. Reports for the 1st year show an increase in overall school recycling as a result.
11. Recycling News Pepsi and Coca-Cola are promoting the use of reverse vending machines in public areas for recovery of beverage containers.
Demolition and Construction contractors are calling for information on C&D recycling operations in the Commonwealth for diversion of material from LEEDS projects.
DOD contractors are also looking for C&D recycling facilities.
12. Recycling News From a data listing of over 1,200 tire piles in 2003, only about 123 remain today. New smaller piles are still being reported.

13. Recycling News Owens-Illinois is aggressively seeking a business partner to develop a glass beneficiation operation in the Virginia area to capture container glass for cullet to feed its two Virginia plants
The Virginia Recycling Association has established a Markets Subcommittee to undertake projects previously discussed by the Recycling Markets Development Council
14. Recycling News The Southeast Recycling Development Council (SERDC) will host three recycling workshops in Virginia in the Fall to promote recycling as a jobs creation and economic development initiative
Targets are local government officials and state elected officials
Workshops are targeted to increase awareness of the economic benefits of recycling
